Farm Household Allowance

(Question No. 1126)


Mr Fitzgibbon asked the Minister for Agriculture and Water Resources, in writing,

on 13 September 2018:

1. On what date did the review of the Farm Household Allowance commence.

2. On what date were the terms of reference for the review made public.

3. Who will undertake the review.

4. What will be the cost of the review.

5. Could he provide a detailed breakdown of the timeline for the review.

6. Will the Final Report on the review be made public; if not, why not.


Mr Littleproud: The answer to the honourable member's questions are as follows:

1. The review of the Farm Household Allowance is being undertaken by an expert panel.

The Farm Household Allowance Review Panel was appointed on 10 September 2018.

2. The terms of reference for the review were uploaded onto the Department of Agriculture and Water Resources' website on 19 September 2018, following my announcement of the panel that same day.

3. The review is being undertaken by an expert panel. The panel members are:

Mrs Michele Lawrence (Chair), member of the Agricultural Industry Advisory Council and dairy farmer, Tasmania;

Ms Georgie Somerset, Deputy Chair of Agforce and cattle farmer, Queensland; and

Professor Robert Slonim, Professor of Economics at the University of Sydney and former director of the Australian Government's Behavioural Economics Team, New South Wales.

The panel will be supported by a secretariat based in the Department of Agriculture and Water Resources.

4. The review's budget is $1.5 million in 2018-19 including a provision for two departmental ASL to support the panel as a secretariat.

5. Detailed timeline for the review:

7.5 weeks face-to-face [2 October 2018 - 22 November 2018];

5 weeks for written submissions [2 October 2018 - 9 November 2018];

7 weeks for a stakeholder survey [2 October 2018 - 16 November 2018].
