Abstract Division 10BA of the Income Tax Assessment Act has been the financial foundation for the Australian Film Industry for the past six years. With the planned demise of 10BA the reasons for its revocation should be considered. Most importantly how is this field of cultural development and expression to be financed in the future? The Australian Film Commission's (AFC) proposal, published in November 1986, moves away from a tax-based financing structure to a centralised film bank, which would provide a source of soft loans to finance qualifying films.
