Abstract Measures of airline efficiency are important for a variety of reasons. Many of the world's major airlines are publicly owned and even those that are not operate in markets which are highly regulated. Given the restrictions on competition which exist in virtually all international aviation markets, and the ever-present possibility that such protection allows less efficient airlines to survive and even prosper, it is to be expected that governments, in their capacity as regulators, will have an interest in the monitoring of airline efficiency.
