TWENTY-FOURTH ANNUAL REPORT

In accordance with section 8 of the Fishing Industry Act 1956, I present to the Parliament the Twenty-fourth Annual Report on the operation of the Act during the year ended 30 June 1980. The Fisheries Development Trust Account was established under the Act for the

purpose of financing activities designed to foster the development of the Australian fishing industry. Previous annual reports described the establishment and operation of the Trust Account, and summarised developmental projects which were financed by the Trust

Account during each of the years 1956-57 to 1978-79. This, the twenty-fourth report, gives an outline of the operations of the Trust Account during 1979-80.

INTRODUCTION

This report is submitted for the information of the Parliament in accordance with Section 8 of the Fishing Industry Act 1956.

FISHERIES DEVELOPMENT TRUST ACCOUNT

The Act provides for certain moneys, in particular moneys from the disposal of the assets of the Australian Whaling Commission, to be paid into the Fisheries Development Trust Account. The Account is a Trust Account for the purposes of Section 62A of the Audit Act 1901. Section 6 sets out the purposes to which moneys from the Account may be applied, and in general these purposes are all connected with the development of the Australian fishing industry.

In accordance with the terms of the Act, the moneys above mentioned were paid into the Account and, as explained in previous annual reports, have been used for the purposes set out in the Act.

Applications for assistance 1979-80 There were five successful applications for grants for new projects during 1979-80. A grant of $56 523 was made to the W.A. Department of Fisheries and Wildlife for a survey of the trawl fishery of the Great Australian Bight; a grant of $20 000 was made to the Australian National University for genetic studies on squid in south-east

Australian waters; and three grants were made to the Department of Primary Industry as follows; — $4000 was granted for the purchase of movie camera and equipment to record FDTA projects

— $200 000 was granted for the Queensland deepwater trawling survey — $75 000 was granted for the Northern Territory exploratory gillnet fishing project. In addition a further $130 000 was granted to the Department of Primary Industry" for continuation of the south-east trawl fishery project making a total of $340 000

approved for this project.

Administration Actual expenditure from the Fisheries Development Trust Account for the year ended 30 June 1980 amounted to $428 751.18 and a statement of the transactions financed from the Account during the period 1979-80 appears at Appendix B. Of the

amount of $605 581.99 being the amount of credit of the Account as at 30 June 1980, $313 435.66 is committed to projects already approved, leaving a balance of $292 146.33 available for future expenditure, as at that date.

APPENDIX A

Summary of projects supported by the Fisheries Development Trust Account in 1979-80.

1. TRA WL FISHER Y GREA T A USTRALIAN BIGHT Payments from the Trust Account for this project during the 1979-80 financial year totalled $56 323 which was the full amount of the grant. The objective of the project is to collect and assess biological, catch and effort data generated by the developing trawl fishery of the Great Australian Bight. Information from joint venture and feasibility fishing operations will be collected and analysed by the Western Australian Department of Fisheries and Wildlife. Edited data and the results will be provided to the Commonwealth Department of Primary Industry and CSIRO for use in forming a basis for the co-operative management and development of bottom and midwater trawl fisheries in the area.

II. INTERNATIONAL FISH ERIES SUR VEY OFF A USTRALIA ’S NO RTH -W EST COAST (JETINDOFISH) Payment from the Trust Account to CSIRO for this project in the 1979-80 financial year totalled $100 000 which was the full amount of the grant. This will allow Australian participation with Indonesia and the Federal Republic of Germany in the F AO/UNDP sponsored Joint Eastern Tropical Indian Ocean Fisheries (JETINDOFISH) Survey which will assess the nature and extent of fisheries resources in the area of the eastern Indian Ocean.

Australia will also make data collected from licensed foreign fishing activities, operations by foreign research vessels and mapping carried out by the Department of Transport’s vessel Cape Pillar available for use by the program. Australian participation in the survey will continue until 1981 when the program will terminate.

III. GENETIC STUDIES ON SQUID IN SOUTH-EAST AUSTRALIAN WATERS Payment from the Trust Account for this project in the 1979-80 financial year totalled $10 000. The balance of $10 000 yet to be paid will complete the allocation of $20 000.

The purpose of this project is to analyse the structure of the squid populations sampled during the Japanese technical assistance program’s squid research cruises in south eastern Australian waters. The vessel Hoyo MaruNo. 67 is undertaking these cruises during the 1979-80 season and samples collected will be analysed by personnel of the Department of Population Biology, Research School of Biological

Sciences, Australian National University. It is hoped this project will lead to an understanding of the squid stock(s) in south eastern Australian waters which will facilitate the improved management of the developing fishery.

IV. PRO VISION OF EQ UIPMENT FOR PRELIM INAR Y INVESTIGATIONS INTO DEEPWATER TRAWLING GROUNDS Payments from the Trust Account for this project from its commencement to 30 June 1980 totalled $4 176.50. The balance of $5 823.50 yet to be paid will complete the total allocation of $30 000.

Materials purchased were used in the construction of a trawl net of specific design for use in pair trawling trials being conducted by the Tasmanian Fisheries Develop­ ment Authority and the Fisheries Division, Department of Primary Industry.

V. REPAIRS AND M AINTENANCE OF PURSE SEINE N E T AND N E T SKIFF Payments from the Trust Account for this project from its commencement to 30 June 1980 totalled $3 519.07. The balance of $1 480.93 yet to be paid will complete the

allocation of $5 000. The purpose of this allocation was to effect repairs to the Commonwealth-owned purse seine net due to damage sustained during pelagic fishing operations and the replacement of worn components.

The bulk of repairs was carried out in July and August 1978 and the balance of the allocation is being retained against the possibility of further repairs becoming necessary.

VI. ECHOSOUNDERS FOR HYDROGRAPHIC SUR VEY VESSELS Payments from the Trust Account for this project from its commencement to 30 June 1980 totalled $25 383.79 of which $23 951.76 was for the initial purchase of echosounders, recording paper and equipment installation. The remaining expenditure was for maintenance of the equipment and further supplies of recording paper and the balance of allocation will be utilised for these on-going requirements.

The two Simrad echosounders purchased during November 1978 are installed and used on the Department of Transport survey vessel Cape Pillar and the Tasmanian Fisheries Development Authority research vessel Challenger and are continuing to provide information on sea bottom type and its suitability for trawling.

VII. EXPLORATORY DEEPWATER TRAWLING IN SOUTH-EAST AU STRALIAN WATERS An amount of $21 030.40 was expended from the Trust Account for this project in 1979-80 and payments total $356 413.25 from its commencement to 30 June 1980.

The balance of $15 723.92 yet to be paid from the original allocation of $200 000 plus State contributions and proceeds from the sale of catch will complete allocation of funds to this phase of the project. Expenditure included reimbursement to contractors for balance of costs incurred

during the charter of vessels and the purchase of fishing equipment used in the course of the project.

VIII. SOUTH-EAST TRAWL FISHER Y (a) Extension o f the survey to define deepwater trawl grounds Payments from the Trust Account for the continuation of this project during the 1979-80 financial year amounted to $12 327.38 and expenditure from its com­

mencement to 30 June 1980 totalled $114 645.01. The balance of $10 354.99 yet to be paid from the original allocation of $125 000 and $45 514.24, being proceeds from the sale of catch and the contribution from the Tasmanian Fisheries Develop­ ment Authority, will complete the project.

Expenditure was for ongoing program operational costs as outlined in the previous report and proceeds from the sale of fish totalling $6977 were credited to the Fisheries Development Trust Account.

(b) Assessment and monitoring o f the south-east trawl fishery Payment from the Trust Account for this project during the 1979-80 financial year totalled $127 528.88. The balance of $7151.12 yet to be paid from the total allocation plus State contributions will complete the project. Major payments include:

(a) The continuation of the east coast trawl and Danish seine assessment: NSW State Government $38 000

(b) Development of trawling methods for, and charting of, rough bottom areas: Victorian State Government $10 500

(c) Market measuring and log books, rough bottom trawling, pair trawling for squid (see project outlined below) and tagging of blue grenadier: Tasmanian State Government $79 028.88

Pair trawling for squid — An amount of $54 254.08 was expended on the charter of a commercial fish trawler to operate in conjunction with the Tasmanian Fisheries Development Authority research vessel Challenger which was provided as Tasmania’s contribution to the project. Tenders were called for a suitable vessel and the Craigmin was selected for the charter which was undertaken during January and February 1980.

Mid-water pair trawling within the limitations imposed by the size of the Craigmin and Challenger showed no com­ mercial result. Demersal pair trawling, on the other hand, proved quite successful and no difficulty was experienced in trawling to a depth of 300 fathoms.

A full operational report will be published.

(c) Processing and Marketing There was no payment from the Trust Account for this project during the 1979-80 financial year.

IX. SUR VEY OF FISH PROCESSING PLANTS THROUGHOUT AUSTRALIA Total expenditure of $1226.40 completes this project. The results of the survey indicated that processors did not seek or require direct Commonwealth Government assistance.

X. QUEENSLAND E A ST COAST PRAWN SUR VEY Payments from the Trust Account during the financial year 1979-80 amounted to $96 943.14 and the total expenditure of $98 443.14 completes the project. Following requests from the Queensland Commercial Fishermen’s Organisation, Cairns Branch, and the Queensland Branch of the Australian Fishing Industry Council early in 1979, a grant of $120 000 was approved for a survey of fishing grounds in The Great Barrier Reef area. In endeavouring to locate new fishing grounds it was felt there was an urgent need to assess the potential for further development of the prawn and scallop fisheries.

The survey was planned and supervised by officers of the Fisheries Division, Commonwealth Department of Primary Industry and the Queensland Fisheries Service. Tenders were called for a commercial prawn trawler and the Markwell

Explorer was selected for the project which was undertaken during September, October and November 1979. Although 144 trial trawls were made no indications of any significant resources were found. A report on the project will be published shortly.

XL MOVIE CAMERA AND EQUIPM ENT A grant of $4000 to the Commonwealth Department of Primary Industry was approved and expenditure during the financial year 1979-80 totalled $2354.55. The balance of $1645.45 yet to be paid will complete the project.

The equipment is used to record projects funded from the Trust Account for the purpose of disseminating results and practical information to the fishing industry.

XII. QUEENSLAND DEEPWATER TRAWL SU RVEY A grant of $200 000 to the Commonwealth Department of Primary Industry was approved but no expenditure was incurred in the 1979-80 financial year. The project is planned to commence in September 1980.

XIII. NOR THERN TERRITOR Y EXPL ORA TOR Y G1LLNE T FISHING A grant of $75 000 was approved to match, on a dollar for dollar basis, a Northern Territory contribution to this project. However the Northern Territory withdrew its commitment and the project was cancelled.

No expenditure from the Account was incurred.
