I AM VERY PLEASED TO HAVE SEEN THE WORLD CLASS TRAINING FACILITIES HERE AT EMAIL TODAY. EMAIL IS CLEARLY COMMITTED TO PROVIDING QUALITY TRAINING TO ITS EMPLOYEES. ITS EXCELLENCE IS DEMONSTRATED BY THE MANY AWARDS IT HAS W ON IN RECENT YEARS.

TODAY I WOULD LIKE TO REINFORCE SOME IMPORTANT FEATURES OF THE WHITE PAPER PACKAGE, ANNOUNCED BY THE PRIME MINISTER ON WEDNESDAY.

FIRSTLY, THIS GOVERNMENT IS FULLY COMMITTED TO ENSURING THAT THE LEVELS OF ECONOMIC GROWTH CURRENTLY BEING EXPERIENCED ARE SUSTAINED AND BUILT UPON. IT IS A SIMPLE MATTER OF FACT THAT WITHOUT SUSTAINED AND HIGH ECONOMIC GROWTH, JOBS WILL NOT BE CREATED AND UNEMPLOYMENT WOULD REMAIN

UNACCEPTABLY HIGH.

WHAT HAS BEEN FORGOTTEN IS THAT IT WAS THIS LABOR GOVERNMENT THAT WAS RESPONSIBLE FOR GENERATING 1.6 MILLION NEW JOBS BETWEEN 1983 AND THE END OF THE 1980S. WE DID IT THEN AND WE CAN DO IT AGAIN.

THE ECONOMIC SETTINGS ARE IN PLACE FOR CONTINUED HIGH AND SUSTAINED GROWTH.

GDP IS GROWING AT ABOUT 4%, INFLATION IS LOW AT LESS THAN 2 PER CENT AND EXPORTS CONTINUE TO GROW STRONGLY, UP 176 % OVER THE LAST 10 YEARS.

ECONOMIC GROWTH IS ALREADY TRANSLATING INTO JOBS, WITH OVER 170,000 NEW JOBS CREATED SINCE THE MARCH 1993 ELECTION, WELL AHEAD OF THE GOVERNMENT'S COMMITMENT TO CREATING

500,000 JOBS OVER THE THREE YEARS OF THE CURRENT ACCORD.

I BELIEVE THAT JOBS GROWTH WILL BE SUSTAINED AND ENHANCED.

A STUDY BY MY DEPARTMENT (AUSTRALIA'S WORKFORCE IN THE YEAR 2001) HAS CONCLUDED THAT THE ECONOMY IS CAPABLE OF GENERATING ABOUT 1.4 MILLION NEW JOBS OVER THE CURRENT DECADE.

I BELIEVE THIS IS A REALISTIC GOAL AND THE MEASURES ANNOUNCED IN THE WHITE PAPER TO ENCOURAGE INVESTMENT, IMPROVE BUSINESS PERFORMANCE AND ENHANCE EXPORT GROWTH WILL BUILD ON THE STRONG BASE OF INTERNATIONAL COMPETITIVENESS

WE ALREADY HAVE IN THIS COUNTRY.

A SECOND FUNDAMENTAL POINT IS THAT THE WHITE PAPER INITIATIVES ARE ALSO AIMED AT TWO OTHER KEY GOALS - INTEGRATING THE LONG TERM UNEMPLOYED BACK INTO THE LABOUR MARKET, AS WELL AS ENSURING SKILL BLOCKAGES DO NOT CONSTRAIN ECONOMIC GROWTH.

THE WHITE PAPER CONTAINS SOME INNOVATIVE INITIATIVES TO ACHIEVE BOTH.

EXPANSION OF ENTRY-LEVEL TRAINING PLACES

THE GOVERNMENT WILL PROVIDE AN ADDITIONAL $770 MILLION DOLLARS OVER THE NEXT FOUR YEARS TO EXPAND ENTRY-LEVEL TRAINING PLACES BY 50,000 PER ANNUM, AN INCREASE OF 50 PER CENT OVER CURRENT LEVELS.

THESE ADDITIONAL PLACES WILL BE CREATED THROUGH EXPANDING TRADITIONAL APPRENTICESHIPS AND TRAINEESHIPS, AS WELL AS CREATING NEW ONES IN AREAS SUCH AS ENVIRONMENT AND COMMUNITY SERVICES.

ENHANCED INCENTIVES TO EMPLOYERS WILL ENCOURAGE THE TAKE- UP OF THESE TRAINEESHIPS.

IN THE LEAD-UP TO THE WHITE PAPER, I CONSULTED WIDELY WITH BUSINESS AND WAS GREATLY ENCOURAGED BY THE WILLINGNESS OF EMPLOYERS AND THEIR ASSOCIATIONS TO WORK IN PARTNERSHIP WITH THE GOVERNMENT TO SECURE THE EXPANSION OF TRAINEESHIPS.

THESE DISCUSSIONS HAVE LEAD TO INITIAL PLEDGES FOR NEW TRAINEESHIP AND APPRENTICESHIP POSITIONS APPROACHING 25,000 PLACES ( SEE ATTACHMENT ). ..

I AM PLEASED TO SEE A NUMBER OF PROMINENT AUSTRALIAN COMPANIES INCLUDED ON THIS LIST, SUCH AS COLES-MYER AND TELSTRA. I BELIEVE THAT OTHER COMPANIES SUCH AS THE NATIONAL AUSTRALIA BANK, MCDONALDS, AND THE SPORTSCRAFT GROUP ARE INTENDING TO EXPAND TRAINEE NUMBERS PROVIDED THAT THEIR CURRENT AUSTRALIAN VOCATIONAL TRAINING CERTIFICATE SYSTEM (AVCTS) PILOTS ARE SUCCESSFUL.

I WOULD ENCOURAGE OTHER COMPANIES TO EXAMINE THEIR CURRENT TRAINING ARRANGEMENTS AND MAKE SIMILAR COMMITMENTS.

AS WELL, A NUMBER OF MAJOR AUSTRALIAN COMPANIES ARE ALREADY TRIALING THE NEW AVCTS UNDER PILOTS, THEREBY DEMONSTRATING THEIR COMMITMENT TO THE TRAINING REFORM AGENDA (SEE ATTACHMENT).

THE GOVERNMENT'S DECISION TO SUSPEND THE TRAINING GUARANTEE (TG) IS BASED ON THE EXPECTATION THAT EMPLOYERS AND EMPLOYEES WILL CONTINUE TO MEET THEIR TRAINING RESPONSIBILITIES.

THE GOVERNMENT IS PREPARED TO ABOLISH THE TG, PROVIDED THAT EMPLOYERS TAKE UP THE ADDITIONAL TRAINING PLACES FUNDED IN THE WHITE PAPER.

THE TRAINING WAGE

THE GOVERNMENT HAS REACHED AN AGREEMENT WITH THE ACTU NEGOTIATING TEAM ON TRAINING WAGE RATES FOR ENDORSEMENT BY THE EXECUTIVE ON MONDAY 9TH MAY.

THE NEW RATES WILL BE AVAILABLE WHETHER OR NOT WAGE SUBSIDIES APPLY OR THE PERSON CONCERNED IS LONG TERM UNEMPLOYED.

THE RATES WILL APPLY IF APPROVED TRAINING IS UNDERTAKEN ON OR OFF THE JOB.

UNDER THE TERMS OF THE AGREEMENT WITH THE ACTU, THE ADULT TRAINING WAGE RATES WILL BE LINKED TO SKILL LEVELS :

SKILL LEVEL A (TRADE RELATED SKILLS) 333.00 SKILL LEVEL B (SEMI SKILLED) 315.00

SKILL LEVEL C (BASE SKILLS) 270.00

THESE RATES REPRESENT 80% OF THE KEY AWARD BASED RATES DETERMINED BY THE 1989 NATIONAL WAGE CASE MINIMUM RATE RELATIVITIES DECISION.

IN ADDITION A NEW SIMPLIFIED WAGE STRUCTURE FOR YOUTH UNDERTAKING TRAINING WILL BE IMPLEMENTED.

UNLIKE ADULT TRAINING WAGES, YOUTH TRAINING WAGES ALREADY EXIST. HOWEVER, THEY ARE CONFUSING, SOME DON'T OPERATE, THEY ARE AGE BASED AND OFTEN INCONSISTENT WITH MINIMUM RATE RELATIVITIES.

THE NEW STRUCTURE SIMPLIHES THE RATES BUT DELIVERS MORE FLEXIBILITY AND ENTERPRISE RELEVANCE IN THE TRAINING W HICH CAN QUALIFY.

THE RATES WILL BE TRAINING AND EXPERIENCE BASED, NOT AGE BASED.

FOR EXAMPLE, THE RATE FOR SCHOOL LEAVERS WITH YEAR 12 QUALIFICATIONS WILL BE IN THE RANGE $190 TO $215 DEPENDING ON THE SKILL LEVEL PROVIDED BY THE TRAINEESHIP.

FULL DETAILS ARE TO BE FINALISED WITH THE ACTU EXECUTIVE ON MONDAY.

IN ALL CASES, THE TRAINING REQUIRED TO QUALIFY FOR THE RATES MUST BE APPROVED AND LEAD TO PORTABLE QUALIFICATIONS, AND WOULD NORMALLY BE EXPECTED TO EQUATE TO ABOUT A DAYS TRAINING A WEEK..

THERE ARE THUS TWO DISTINCT STREAMS WITH SEPARATE QUALIFICATIONS. WAGE SUBSIDIES BASED ON THE LEVEL OF DISADVANTAGE, AND TRAINING WAGES WHICH RELATE TO APPROVED TRAINING.

THEY CAN BE ACCESSED SIMULTANEOUSLY. COMBINED THEY CAN RESULT IN THE COST TO EMPLOYERS AS LITTLE AND $10 PER WEEK, BUT THE INDIVIDUAL WILL GET A JOB, TRAINING LEADING TO A QUALIHCATION AND SECURE AN AWARD BASED RATE OF PAY.

IT IS A WIN WIN POSITION; WHAT IS REQUIRED NOW IS FOR EMPLOYERS TO RESPOND POSITIVELY.

NATIONAL EMPLOYMENT AND TRAINING TASKFORCE (NETTFORCE)

IN ORDER TO GET INDUSTRY BEHIND THE TRAINING WAGE AND PROVIDE A NEW MECHANISM FOR FAST-TRACKING THE APPROVAL OF COMPANIES TRAINING PROGRAMS, NETTFORCE, WILL BE ESTABLISHED.

NETTFORCE WILL WORK WITH EMPLOYERS TO SECURE INDUSTRY COMMITMENT TO PROVIDING TRAINING AND WORK PLACEMENT OPPORTUNITIES FOR THE UNEMPLOYED, BUILDING ON THE SUCCESS OF THE FOX-KELTY INITIATIVE.

IT WILL ALSO BE RESPONSIBLE FOR PROVIDING INTERIM APPROVAL OF

COMPANIES TRAINING PROGRAMS, WHERE THERE ARE DELAYS OR IMPEDIMENTS.

I AM PLEASED TO BE ABLE TO ANNOUNCE TODAY THAT NETTFORCE WILL BE CHAIRED BY LINDSAY FOX . OTHER TASKFORCE MEMBERS WILL BE BILL KELTY, BERT EVANS, IVAN DEVESON, TED WRIGHT AND MARY ANN O'LOUGHLIN (DETAILS ATTACHED).

NETTFORCE WILL BE SERVICED BY A PRO-ACTIVE SECRETARIAT OPERATING OUT OF MY DEPARTMENT.

SERVICING EMPLOYER NEEDS

THE WHITE PAPER CONTAINS A NUMBER OF IMPORTANT INITIATIVES TO BETTER SERVICE EMPLOYERS RECRUITMENT NEEDS AND MAKE SERVICE DELIVERY MORE DEMAND DRIVEN AND RESPONSIVE TO INDUSTRY NEEDS. THESE INITIATIVES INCLUDE :

. 300 DEDICATED EMPLOYER SERVICING UNITS TO DELIVER A

CONSISTENTLY HIGH QUALITY SERVICE TO EMPLOYERS. ALSO

CES OFFICERS WILL BE PLACED IN INDUSTRY ASSOCIATIONS TO

PROVIDE BETTER ACCESS TO PROGRAMS AND TO PROMOTE THE

NEW INITIATIVES

60 AREA CONSULTATIVE COMMITTEES WILL BE ESTABLISHED TO

ENSURE CES SERVICE AND PROGRAMS COMPLEMENT REGIONAL

DEVELOPMENT INITIATIVES.

EFFORTS WILL BE MADE TO CUT THE RED TAPE BY REDUCING

THE PAPERWORK BURDEN FOR BUSINESS

. $5 MILLION WILL BE PROVIDED TO ADDRESS THE SPECIAL

RECRUITMENT AND TRAINING NEEDS OF SMALL BUSINESS. IT

WILL INCLUDE ADVICE ON ACCESSING PROGRAMS AND GROUP

TRAINING SCHEMES.

EMPLOYERS ARE CONCERNED THAT MANY OF THE LONG TERM UNEMPLOYED (LTU) ARE NOT "JOB READY" BECAUSE THEY HAVE BEEN DISCONNECTED FROM THE LABOUR FORCE FOR A CONSIDERABLE PERIOD. THE GOVERNMENT RECOGNISES INDUSTRY CONCERNS IN THIS

REGARD AND HAS DESIGNED THE JOB COMPACT TO PROVIDE FOR :

- CASE MANAGEMENT TO GET PEOPLE JOB READY, PROVIDED EITHER BY THE CES OR PRIVATE PROVIDERS

- A CHOICE OF POTENTIAL EMPLOYEES

- A ONE -WEEK TRIAL PERIOD TO ENSURE THE EMPLOYEE IS SUITABLE FOR THE POSITION.

IN ORDER TO IMPROVE THE QUALITY OF SERVICE TO EMPLOYERS AND THE UNEMPLOYED AND GET BETTER JOB MATCHING , THE GOVERNMENT WILL INTRODUCE COMPETITION FOR THE CES.

CASE MANAGEMENT AND JOB PLACEMENT WILL BE PROVIDED BY COMMUNITY AND PRIVATE PROVIDERS AS WELL AS ΓΗΕ CES. IN ORDER TO ENSURE FAIR AND OPEN COMPETITION A NEW INDEPENDENT REGULATORY BODY, THE EMPLOYMENT SERVICE REGULATORY

AGENCY (ESRA) WILL BE ESTABLISHED.

IMPROVING THE SCHOOL TO WORK TRANSITION

DRAMATIC CHANGES IN THE LABOUR FORCE OVER THE LAST 30 YEARS MEAN THAT LOW SKILL JOBS ARE NO LONGER READILY AVAILABLE FOR SCHOOL LEAVERS. TEENAGERS ARE OFTEN DISADVANTAGED IN COMPETING FOR NEWLY CREATED JOBS BECAUSE OF THEIR RELATIVE

LACK OF WORK EXPERIENCE, SKILLS AND QUALIFICATIONS.

THE WHITE PAPER PACKAGE ADDRESSES THIS BY PROVIDING IMPROVED VOCATIONAL PREPARATION THROUGH TWO NEW INITIATIVES - THE YOUTH TRAINING INITIATIVE AND THE ESTABLISHMENT OF THE AUSTRALIAN STUDENT TRAINEESHIP

FOUNDATION.

THESE INITIATIVES WILL LEAD TO AN IMPROVEMENT IN THE QUALITY OF YOUNG PEOPLE ENTERING THE WORKFORCE.

YOUTH TRAIN IN G INITIATIVE

THE YOUTH TRAINING INITIATIVE (YTI) WILL ENSURE THAT EVERY YOUNG UNEMPLOYED PERSON HAS ACCESS TO A SUITABLE EDUCATION, TRAINING OR WORK EXPERIENCE OPPORTUNITY.

THE YTI WILL PROVIDE CASE MANAGEMENT FOR YOUNG .

UNEMPLOYED PEOPLE WHO HAVE BEEN WITHOUT WORK FOR 13 WEEKS. CASE MANAGEMENT INVOLVES AN INITIAL ASSESSMENT OF

SKILLS AND KNOWLEDGE IN KEY AREAS AS THE BASIS FOR JOB PLACEMENT OR FURTHER TRAINING. WHERE A JOB IS NOT IMMEDIATELY AVAILABLE, A TRAINING AGREEMENT WILL BE DEVELOPED TO ASSIST THE PERSON INTO THE WORKFORCE. ACCESS TO A RANGE OF TRAINING PROGRAMS WILL BE POSSIBLE UNDER THE

SCHEME.

THE TRAINING PROVIDED WILL GENERALLY BE ACCREDITED AND PROVIDE YOUNG PEOPLE WITH A BASIS ON WHICH THEY CAN BUILD FURTHER TRAINING AT A LATER DATE.

A U STR A LIA N STUDENT TRAINEESHIP FOUNDATION (ASTF)

CURRENTLY, THE CURRICULUM FOR UPPER SECONDARY SCHOOL STUDENTS IS PRIMARILY ORIENTED TOWARDS THE NEEDS OF HIGHER EDUCATION. HOWEVER, ONLY APPROXIMATELY 30 PER CENT OF SCHOOL LEAVERS GO STRAIGHT ON TO HIGHER EDUCATION. THERE IS

A NEED TO PROVIDE UPPER SECONDARY SCHOOL STUDENTS WITH GREATER CHOICE IN PREPARING FOR THEIR POST-SCHOOL CAREERS.

IN PARTICULAR, THERE IS A NEED TO BROADEN THE OPPORTUNITIES FOR YOUNG PEOPLE TO PREPARE BETTER FOR WORK AND TO IMPROVE THE SCHOOL TO WORK TRANSITION.

THE (ASTF) WILL BE CHARGED WITH THE RESPONSIBILITY FOR FORGING CLOSER LINKS BETWEEN INDUSTRY AND SCHOOL PROGRAMS AND THE GOVERNMENT WILL PROVIDE $38 MILLION OVER 4 YEARS.

IT WILL ALLOW SCHOOL STUDENTS TO COMBINE THEIR STUDIES WITH WORK-BASED LEARNING AND OFF THE JOB TRAINING. STUDENTS WILL OBTAIN A LEAVING CERTIFICATE THAT RECOGNISES THE VOCATIONAL COMPONENT OF THEIR SCHOOLING.

THE NATIONAL PROGRAM WILL BUILD ON A NUMBER OF SUCCESSFUL AVCTS PILOT AND STATE PROGRAMS ALREADY UNDERWAY.

CONCLUSION

THE WHITE PAPER IS AN HISTORIC DOCUMENT THAT SETS THE FRAMEWORK FOR EMPLOYMENT GROWTH AND PROPELLING THE TRAINING AGENDA. IT IS UP TO ALL AUSTRALIANS TO SEIZE THE OPPORTUNITIES OFFERED.

IT LINKS JOBS TO TRAINING IN A NUMBER OF INNOVATIVE WAYS.

THE GOVERNMENT'S AGENDA IS BOTH AN ECONOMIC AND A SOCIAL ONE.

NOT ONLY WILL IT ENSURE THAT THE LTU WILL NOT BE LEFT BEHIND AS THE ECONOMY RECOVERS, IT WILL PROVIDE THE WORKFORCE WITH SKILLS NEEDED TO UNDERPIN LONG TERM ECONOMIC GROWTH AND

THE JOBS THAT GO WITH IT.

DELIVERING THE PACKAGE WILL ONLY BE POSSIBLE IF WE ARE ABLE TO FORGE A SUCCESSFUL PARTNERSHIP BETWEEN BUSINESS, UNIONS AND GOVERNMENT.

BUSINESS IS ALREADY DEMONSTRATING COMMITMENT BY PROVIDING ADDITIONAL TRAINING PLACES. THE UNIONS ARE DEMONSTRATING THEIR COMMITMENT BY WORKING WITH THE GOVERNMENT TO DELIVER THE TRAINING WAGE.

NETTFORCE WILL CEMENT AND BUILD ON THIS PARTNERSHIP.

WITH YOUR CO-OPERATION WE CAN SECURE THE JOBS AND TRAINING THAT IS NEEDED TO GET THE UNEMPLOYED BACK TO WORK.
