STATEMENT BY THE TREASURER, THE HON JOHN HOWARD, HP

APPOINTMENT OF INSURANCE COMMISSIONER

The Treasurer, Mr John Howard, today announced that His Excellency the

Governor-General in Council has appointed Mr Ernest Ross Kirkpatrick to

the position of Insurance Commissioner under the Insurance Act 1973 with

effect from 26 Feb 1979. The appointment is for a term of 2 years.

Mr Kirkpatrick, who is aged 58 years, will replace Mr M.A. Bassett on

his retirement later this month. • " t. · . ·

Mr Kirkpatrick is a qualified Barrister at Law and a Fellow of the

Australian Insurance Institute and the Australian Society of .

Accountants. He has served in the Office of the Insurance Commissioner

since 1973 in the position of Assistant Commissioner in charge of

authorisation and supervision of general insurance companies. Prior to

1973 he served in several other Commonwealth offices, including the

Auditor-General's Office and the Attorney-General's Department.

Mr Howard paid tribute to the outstanding service, that Mr Bassett has

given. As the first Insurance Commissioner, appointed under the

Insurance Act 1973, he has been responsible for the establishment and

development of administrative arrangements under that Act for the

supervision of the general insurance industry.

Mr Bassett’s service to the Government has extended over almost

H6 years. In addition to his 51 years as Insurance Commissioner, he had

served in the Taxation Office, the Treasury and the former Department of

Trade and Industry.

Mr Howard said that the Government wished to place on record its

appreciation of the many years of outstanding service given by

Mr Bassett.
