AUSTRALIAN RECOGNITION OF CHINA

At t h e A u s t r a l i a n I n s t i t u t e o f P o l i t i c a l S c ien c e summer

s c h o o l in Canberra l a s t weekend, two form er M i n i s t e r s f o r

F o re ig n A f f a i r s , Mr. Bovven and Mr. B u ry , r e f e r r e d to a l l e g a t i o n s

made in r e c e n t new spaper a r t i c l e s t h a t A u s t r a l i a had a cc e p te d

23 c o n d itio n s imposed by th e P e o p l e 's R e p u b lic o f China as t h e

p r i c e o f s e c u r in g r e c o g n i t i o n by A u s t r a l i a . These a r t i c l e s

su g g e ste d t h a t A u s t r a l i a had t o " to e th e Peking l i n e " and a g re e

to c o n d itio n s f o r r e c o g n i t i o n more s t r i n g e n t th a n th o s e a c c e p te d

by s t a t e s such as Chad and th e M aldives.

’ In view o f t h e cu rren cy given to th e s e s u g g e s t i o n s by

m i n i s t e r s in t h e p r e v io u s Government, I t h i n k i t i s im p o rta n t

t h a t I s e t t h e r e c o r d s t r a i g h t . The r e p o r t s m entioned by Mr„

Bowen and Mr. Bury a r e t o t a l l y f a n c i f u l . The f a c t s a r e as I

announced on 22 December, t h a t a s a t i s f a c t o r y agreem ent on th e

e s ta b lis h m e n t of d ip lo m a tic r e l a t i o n s was rea ch e d w ith China.

I a l s o p u b lis h e d th e j o i n t communique and t h e exchange of l e t t e r s

between m y self and P rem ier Chou E n - l a i .

I t i s n o n sen se t o su g g e s t t h a t we have been d i s c r i m i n a t e d

a g a i n s t by th e Chinese and fo rce d t o a c c e p t a v a r i e t y o f p r e ­

c o n d i t i o n s . The n e g o t i a t i o n s in P a r i s covered only q u e s t io n s

r e l a t i n g to t h e r e c o g n i t i o n of China and th e s t a t u s o f Taiwan.

There was no s e c r e t agreem ent o r u n d e rs ta n d in g on o t h e r m a t t e r s .

The wording o f th e p u b lis h e d j o i n t communique in which we

acknowledged th e p o s i t i o n of t h e Chinese Government t h a t Taiwan i s a p ro v in c e o f China i s very s i m i l a r in i t s w ording t o th e

Canadian and B r i t i s h f o r m u la s . The M aldives fo rm u la , which has

been d e s c rib e d as s o f t e r th an ours was, in f a c t , h a r d e r , as t h e

M aldives " r e c o g n i s e d ” Taiwan as an " i n a l i e n a b l e p a r t of t h e

t e r r i t o r y of th e P e o p l e 's R e p u b l i c " .
