in the Pa c i f i c r e g io n , by the So v i e t presence in V ie t n a m

and i n A f g h a n is t a n , and by c o n t i n u in g So v i e t e ff o r t s to secure

A POLITICAL FOOTHOLD IN THE SOUTH PACIFIC. REGIONAL STABILITY

ALSO REMAINS THREATENED BY THE SITUATION IN CAMBODIA,

A u s t r a l i a and J apan are w orking tog ether w it h l i k e m i n d e d

NATIONS IN MULTILATERAL DISARMAMENT FORUMS. W e ARE

PLAYING A RESPONSIBLE AND ACTIVE ROLE IN EFFORTS TO

CONTROL THE ARMS RACE, AND TO ELABORATE MEASURES TO

PREVENT THE PROLIFERATION OF NUCLEAR WEAPONS.

W e are also w orking to d evelo p SPECIFIC ARMS CONTROL

AGREEMENTS. BOTH OUR COUNTRIES, FOR EXAMPLE, HAVE A

KEEN INTEREST IN SEEING THAT MOMENTUM IS MAINTAINED

ON WORK AIMED AT CONCLUDING A COMPREHENSIVE NUCLEAR

TEST BAN TREATY. OUR SHARED COMMITMENT TO THE

INTERNATIONAL NON-PROLIFERATION EFFORT IS VERY CLEARLY

EXPRESSED IN OUR RECENTLY CONCLUDED NUCLEAR CO-OPERATION

AGREEMENT.

We WILL ALSO NEED TO CONSULT ON DEVELOPMENTS FURTHER

AFIELD WHICH MAY CONTAIN DANGERS FOR OUR SECURITY - BOTH

POLITICAL AND ECONOMIC. I HAVE IN MIND THE SITUATION IN
