THIS IS AN OCCASION WHICH I REGARD AS PARTICULARLY IMPORTANT

IN OUR JOINT EFFORTS TO ENCOURAGE IMPROVEMENT IN NATIONAL

PRODUCTIVITY BECAUSE IT STRESSES THE ESSENTIAL THEME OF

CO OPERATION. . .

I THINK THAT THOSE PRESENT HERE TODAY HAVE SUFFICIENT

EXPERIENCE IN PRODUCTIVITY IMPROVEMENT.AND/OR GOVERNMENT TO

APPRECIATE JUST AS I DO THAT THE CREATION OF THE DEPARTMENT

OF PRODUCTIVITY BY THE COMMONWEALTH GOVERNMENT 18 MONTHS

AGO WAS NOT, IN ITSELF, GOING TO LEAD TO SOME MAGICAL

SHORT-TERM IMPROVEMENT IN PRODUCTIVITY.

OURS IS AN ECONOMY AND A SOCIETY IN WHICH THE RECORD OF

PRODUCTIVITY IMPROVEMENT IS POOR - MEASURED AGAINST OUR

POTENTIAL AND AGAINST OUR COMPETITORS - AND IN WHICH- GENERAL

COMMUNITY UNDERSTANDING OF PRODUCTIVITY IS EVEN WORSE. I SAY

THAT NOT TO BE PESSIMISTIC, BUT TO BE REALISTIC.

YOUR ATTENDANCE AT THIS FUNCTION REPRESENTS THE OTHER, MORE

OPTIMISTIC ASPECT OF OUR PRODUCTIVITY SITUATION. WE

REPRESENT COLLECTIVELY HERE THOSE IN INDUSTRY AND THE .

GENERAL COMMUNITY, THE STATE GOVERNMENT AND THE COMMONWEALTH

GOVERNMENT WHO ARE' WORKING TO ENCOURAGE AND PROMOTE PRODUCTIVITY

IN A PRACTICAL WAY

OUR PRESENCE HERE TOGETHER IMPLIES THE KIND OF CO-OPERATION

THAT IS CRUCIAL IF WE ARE TO SUCCEED IN PERSUADING BOTH

MANAGEMENT AND EMPLOYEES TO USE THE IDEAS, ADOPT THE

ATTITUDES /AND IMPLEMENT THE PRACTICES WHICH WILL BE

ESSENTIAL TO WORTHWHILE PRODUCTIVITY IMPROVEMENT.

MY SPECIFIC PURPOSE TODAY IS TO OFFER THE FULL CO-OPERATION

AND SUPPORT OF MY DEPARTMENT TO THE PARTICULAR WEST AUSTRALIAN

PROJECTS BEING INITIATED BY THE WEST AUSTRALIAN BRANCH OF

PRODUCTIVITY PROMOTION COUNCIL OF AUSTRALIA. THEY ARE

DESIGNED TO HELP WEST AUSTRALIANS BUILD THE STRONGER,

INCREASINGLY SUCCESSFUL ECONOMY WHICH THIS STATE HAS ALREADY

SET ABOUT ACHIEVING. AND I WOULD SINCERELY HOPE THAT THESE

PROJECTS WILL ALSO BENEFIT FROM THE CO-OPERATION WHEREVER

POSSIBLE OF THOSE DEPARTMENTS AND AGENCIES OF THE STATE

GOVERNMENT WHICH HAVE AN INTEREST IN THESE AREAS.

I WANT TO EMPHASISE PARTICULARLY THAT THESE PROJECTS ARE

"HOME GROWN", RATHER THAN ANY KIND OF THEORETICAL EXERCISE

.CONCEIVED IN CANBERRA OR SYDNEY OR ANYWHERE ELSE.

SOME ARE PROJECTS IN SUPPORT OF LABOUR - MANAGEMENT

CO-OPERATION AND IMPROVED WORKPLACE AND PROCESS DESIGN; SOME

AIM TO HELP WEST AUSTRALIAN FIRMS MEASURE THEIR PRODUCTIVITY

FOR THE FIRST TIME; SOME WILL LIFT MANAGERIAL AND OPERATOR

SKILLS; MANY OF THEM ARE PROJECTS IDENTIFIED AS A RESULT OF

THE WESTERN MOTION 178 SEMINARS CONDUCTED HERE IN PERTH

LET ME TURN TO THOSE PROJECTS WHICH WERE IDENTIFIED IN THE

VITAL DISCUSSION AMONGST OVER 300 PEOPLE WITH VISITING AND

LOCAL INDUSTRY LEADERS AT WESTERN MOTION. THEY CONCERN

MAJOR ASPECTS OF PHYSICAL DISTRIBUTION INCLUDING: MODULAR

PACKAGING, MATERIALS HANDLING, WAREHOUSING, INVENTORY MANAGEMENT

AND MOVEMENT. THE NEED NOW IS TO EXAMINE IN WESTERN AUSTRALIA

EXISTING AND DEVELOPING TECHNOLOGY, AND MANAGEMENT'S

APPLICATION OF TECHNOLOGY, AND EXPLOIT THE OPPORTUNITIES ■

FOR COST SAVINGS. THAT CAN BE DONE ON THE SAME BASIS OF

CO-OPERATIVE EFFORT INVOLVING THE NATIONAL MATERIALS HANDLING

BUREAU, THE INSTITUTE OF MATERIALS HANDLING, THE CHARTERED

INSTITUTE OF TRANSPORT AND PRODUCTIVITY PROMOTION COUNCIL AND

OTHER ORIGINAL SPONSORS LIKE THE CONFEDERATION OF WESTERN

AUSTRALIAN INDUSTRY AMD THE WESTERN AUSTRALIAN DEPARTMENT OF

INDUSTRIAL DEVELOPMENT. .

MY OFFICERS AND I REGARD IT AS QUITE VITAL THAT THE INITIAL

ENTHUSIASM GENERATED BY WESTERN MOTION SHOULD NOT BE LOST.

WE UNDERTOOK TO FOLLOW THROUGH THOSE AREAS FOR ATTENTION

IDENTIFIED BY THE SEMINARS. HAVING DONE THAT WE ARE HERE

THIS WEEK TO ENCOURAGE AND OFFER OUR CO-OPERATION IN

FURTHERING THE WORK OF PPCA ON THOSE SPECIFIC PROJECTS FOR

WESTERN AUSTRALIA WHICH WERE IDENTIFIED AT WESTERN MOTION.

THAT CO-OPERATION WILL TAKE THE FORM OF ACTION BY BOTH THE

REGIONAL OFFICE OF MY DEPARTMENT AND THE NATIONAL MATERIALS

SEVEN PROJECTS IN THE PHYSICAL DISTRIBUTION FIELD ARE GETTING

UNDER WAY. THEY INCLUDE: A BASIC EDUCATIONAL COURSE IN

INVENTORY MANAGEMENT: THE STANDARDISATION OF CARTON SIZES

AND ASSOCIATED HANDLING SYSTEMS IN THE SEA FOODS EXPORT,

FRESH FRUIT AND VEGETABLES AND OTHER REFRIGERATED CARGO

AREAS: TRANSIT PACKAGING TO WESTERN AUSTRALIA AND METHODS

OF RELIEVING THE BURDEN ON THE W.A. CONSUMER OF UNSATISFACTORY

LOSS AND DAMAGE COSTS: ASSISTANCE IN COMMUNICATIONS IN

CONNECTION WITH THE NORTH WEST SHELF PROJECT: IMPROVING

COMMUNICATION BETWEEN INDUSTRY AND EDUCATORS ON THE LONG AND SHORT

TERM PHYSICAL DISTRIBUTION SKILL REQUIREMENTS OF INDUSTRY: AND

THE DEVELOPMENT OF FUTURE STRATEGIES TO MAINTAIN THE MOMENTUM

OF THOSE AND OTHER PROJECTS THROUGH SEMINARS, THROUGH PPGA,

THROUGH SCHOOLS AND IN THE COMMUNITY GENERALLY.

THE IMPORTANT FEATURE OF THIS EXERCISE IS THAT THE PROJECTS

ARE NOT ONLY THOSE IDENTIFIED BY INDUSTRY ITSELF BUT THAT THEY

PROVIDE THE OPPORTUNITY TO EXTEND AND STRENGTHEN THE EXISTING

WORKING PARTNERSHIP WHICH PPCA IS CONCERNED TO MAINTAIN

BETWEEN INDUSTRY, EMPLOYEE REPRESENTATIVES, RESEARCH BODIES,

AND STATE DEPARTMENTS AND THE COMMONWEALTH DEPARTMENT. THIS

HIGHLIGHTS THE VITAL ROLE OF PPCA NOT ONLY AS A SERVICE

ORGANISATION BUT AS A CATALYST AND A FULCRUM TO SPECIFIC

PRODUCTIVITY IMPROVEMENT PROJECTS OF ALL SORTS.

IN THAT RESPECT WE SHOULD NOT LOSE SIGHT OF THE FACT THAT THE

PHYSICAL DISTRIBUTION PROJECTS I HAVE MENTIONED ARE ONLY A

PART OF PPCA'S RANGE OF ACTIVITIES.

ON A NATIONAL BASIS, PPCA ENCOMPASSES A VERY BROAD RANGE

' ' · OF ACTIVITIES OF DIRECT BENEFIT TO PEOPLE IN MANY SECTORS OF

THE ECONOMY. I WANT TO MENTION SOME OF THOSE ACTIVITIES TO

’ INDICATE THE KINDS OF INITIATIVES IN PRODUCTIVITY

IMPROVEMENT THAT PPCA CAN ASSIST. .

THE INCREASED USE OF MANPOWER PLANNING IN THE INDIVIDUAL

ENTERPRISE IS AN AREA WHERE PRODUCTIVITY GAINS MAY BE WON BY

USING PPCA SERVICES IN SUCH AREAS AS SOUND STAFF DEVELOPMENT,

SATISFACTORY MANAGERIAL EXECUTIVE AND TECHNICAL SUCCESSION

( AND AVOIDANCE OF RETRENCHMENTS. t

PARTICIPATION IN PPCA'3 PRODUCTIVITY TRAINING SERVICES IS A

MEANS OF PROMOTING INTEREST IN PRODUCTIVITY TRAINING TO

REDUCE COSTS IN BOTH LARGE AND SMALL BUSINESSES.

. ANOTHER AREA WHERE SIGNIFICANT PROGRESS HAS BEEN ACHIEVED

BY PPCA IS THROUGH INCREASED LABOUR/MANAGEMENT CO-OPERATION

• · ON IN-HOUSE PRODUCTIVITY PROJECTS.

c ' SINCE 1975, THERE HAVE BEEN 138 'SUPERVISOR' PRODUCTIVITY ACHIEVEMENT PROGRAMS THROUGHOUT AUSTRALIA. THESE HAVE

INVOLVED MORE THAN 1,000 FIRMS OR ORGANISATIONS THROUGHOUT

AUSTRALIA, 3,200 PARTICIPANTS AND REPORTED COMPANY SAVINGS

TOTAL 19 MILLION DOLLARS.

TRAINING PROGRAM FOR MIGRANT EMPLOYEES AND ARE CONSULTING WITH

THE STATE ENERGY COMMISSION AND OTHERS TO ENSURE THAT YOU HAVE

ACCESS TO PPCA1S ENERGY CONSERVATION PRODUCTIVITY TRAINING

PROGRAM AS SOON AS IT IS AVAILABLE„

YOU WILL ALSO BE INTERESTED TO .KNOW THAT PPCA IS CONDUCTING

THIS YEAR A SERIES OF ENTERPRISE PRODUCTIVITY MEASUREMENT

WORKSHOPS, INCLUDING ONE HERE IN PERTH. THESE ARE AIMED AT

HELPING TO PROVIDE MANAGEMENT WITH INFORMATION THAT WILL

ADD MEANING TO KNOWLEDGE ABOUT MONEY RESIDUALS OF ACTIVITY

(I.E. PROFITS) BY GIVING AN ACCURATE MEASURE OF PRODUCTIVITY

(I.E. THE RATIO BETWEEN THE VALUE OF INPUTS TO PROCESSES AND

THE VALUE OF OUTPUTS.)

TOGETHER MY DEPARTMENT AND PPCA ARE ALSO PROMOTING A WIDER

CONCERN IN INDUSTRY FOR WORKPLACE, PROCESS AND SYSTEM

DESIGN FOR WHICH A WIDE RANGE OF MATERIALS HAS BEEN PRODUCED

FOR DISTRIBUTION THROUGH THE PPCA SYSTEM„ EXAMPLES WHICH

HAVE CREATED STRONG INTEREST INCLUDE PPCA1S "BUSINESS FORMS

DESIGNS" AND "DESIGN OF INSTRUCTIONS" MATERIALS WHICH HELP TO

SUCH EXAMPLES INDICATE THAT PPCA HAS ALREADY DONE A GREAT

DEAL TO HELP PEOPLE IMPROVE THE USE OF OUR RESOURCES. IN

THE FUTURE PPCA AND THE PRODUCTIVITY GROUPS WILL BE' A MOST

IMPORTANT LINK IN THE DELIVERY OF NEW PROGRAMS INITIATED BY

MY DEPARTMENT IN CONJUNCTION WITH INDUSTRY ORGANISATIONS.

THE COMMONWEALTH GOVERNMENT IS FIRMLY COMMITTED TO THE SUPPORT

OF THEIR WORK AND THE PROMOTION OF PPCA'S ROLE AS THE NATIONAL

COMMUNITY PRODUCTIVITY AGENCY. BUT WE WELCOME AND ENCOURAGE

THE SUPPORT OF THE WHOLE COMMUNITY. THE ROTARY CLUBS OF

AUSTRALIA AND ESPECIALLY HERE AT THORNEIE ARE TO BE

APPLAUDED FOR THEIR FUND RAISING EFFORTS TO.ASSIST COMMUNITY

PRODUCTIVITY UNDERSTANDING. MY INTEREST IN THE EFFECTIVENESS

OF THE PRODUCTIVITY MOVEMENT DID NOT COMMENCE WHEN I BECAME

MINISTER FOR PRODUCTIVITY. I WAS EXTREMELY INTERESTED IN THE

PRODUCTIVITY GROUPS AND IN PPCA AS ASSISTANT DIRECTOR OF THE

N.S.W. ,CHAMBER OF MANUFACTURES AND LATER AS DIRECTOR OF THE

VICTORIAN CHAMBER OF MANUFACTURES. .

THEREFORE I HAVE SOME FIRST HAND EXPERIENCE OF THE FRUSTRATIONS

OF ATTEMPTING TO INTEREST SOME OF THE TRADE OR INDUSTRY

ASSOCIATIONS IN PRODUCTIVITY IMPROVEMENT. I ALSO HAVE SOME

EXPERIENCE OF THE CONSIDERABLE BENEFITS WHICH REWARD

ENTHUSIASTIC PARTICIPATION.

I AM WELL AWARE, THEN, OF THE FACT THAT AUSTRALIA NEEDS PPCA

AND THE PRODUCTIVITY GROUPS. IT IS THEIR CAPACITY TO BRING

CO-OPERATIVE VOLUNTARY EFFORTS TO ACHIEVE SUCCESS THAT

MATTERS. AND THE MORE OF THAT WE MOUNT THE BETTER PLACED

EACH ENTERPRISE WILL BE.

PPCA'S EFFORTS WERE VINDICATED BY THE DECISION TO ESTABLISH

THE DEPARTMENT OF PRODUCTIVITY AT THE FEDERAL LEVEL. BUT THAT

WAS ONLY THE BEGINNING. THE REAL PERSEVERING AND PATIENT WORK

OF CHANGING ATTITUDES AND CONDUCT WILL DEPEND ON THE KIND OF

PRACTICAL FOLLOW-THROUGH THAT WE ARE CONSIDERING HERE TODAY WITH

THE PROJECTS THAT I HAVE MENTIONED.

WESTERN MOTION IS THE LATEST EXAMPLE OF A MAJOR CO-OPERATIVE

EFFORT INVOLVING FEDERAL AND STATE DEPARTMENTS, ■ INDUSTRIES AND

ORGANISATIONS CONCERNED WITH PRODUCTIVITY, MATERIALS HANDLING,

PACKAGING, DISTRIBUTION AND SYSTEMS ENGINEERING.

THE PROJECTS NOW BEING MOUNTED ARE OCCURRING THROUGH

WESTERN AUSTRALIA'S RECOGNITION THAT PHYSICAL DISTRIBUTION NOT

ONLY CONSTITUTES ONE OF THE MAJOR COSTS OF AUSTRALIAN

BUSINESSES, BUT IT ALSO OFFERS A DRAMATIC POTENTIAL FOR COST

REDUCTION AND PRODUCTIVITY IMPROVEMENT.

I FIND IT A VERY GREAT ENCOURAGEMENT TO THE NATIONAL PRODUCTIVITY

EFFORT THAT THIS INITIAL SUCCESS WILL NOW BE FOLLOWED THROUGH

TO PRODUCE PRACTICAL PRODUCTIVITY RESULTS IN WESTERN

AUSTRALIA. I CONGRATULATE PPCA ON ITS INITIATIVE AND ENTHUSIASM,

I REPEAT MY SINCERE HOPE THAT CO-OPERATION WILL BE FORTHCOMING

• FROM STATE DEPARTMENTS AND AGENCIES, AND I REITERATE THE

PLEDGE OF THE MAXIMUM POSSIBLE SUPPORT AND ASSISTANCE OF MY
