The Prime Minister appears to be working to

make the public service his own personal machine. . .

This is an unhealthy development, especially

when his appointees, whatever their qualifications, are

strongly aligned politically with the Prime Minister and the

Labor Party. . .

With three of his close associates now occupying

jobs as permanent heads of departments, the traditional and

important apolitical character of the public service is being

compromised. . . .. . : . . . . . . . . · . · · .··.

Morale in the. public service has already been

affected by this kind of appointment, and further appointments

of this nature can only cause further damage.

. - The Prime Minister is now clearing the way to

appoint a new head of the Treasury.

. . , · Another political appointment would give the Prime

Minister great, personal power, and would be a matter for great

concern inside and outside the public service.
