STATEMENT BY THE MINISTER FOR EDUCATION

THE HONOURABLE KIM E BEAZLEY, M.P.

For the information of honourable members, I table a

report by the Commission on Advanced Education entitled

"Recommendations for 1976" as well as the Commission's Fourth

Report in respect of the period 1976-78.

.In the Budget Speech, the Treasurer indicated that

the year 1976 would be treated as a year outside the triennial

progression. During the period to December 1976 the existing

programs of the education Commissions and present practices for

subjecting appropriations to escalation for cost increases

will be continued. Meanwhile -the Commissions will draw up

new recommendations for the 1977-79 triennium.

On 9 October I announced that $363 million would be

available for grants to colleges of advanced education in the calendar

year 1976. Of this $291 million would be for recurrent programs

and $72 million would be for the support of capital programs.

At my request the Commission on Advanced Education has

provided a report giving detailed recommendations on the allocation

of these amounts. The Report has been based on the guidelines

set down by the Government for determining programs ir\ 1976,

namely that existing standards will be maintained as far as

recurrent expenditure is concerned, new initiatives will, be

deferred, capital expenditure curtailed but grants will be

supplemented to offset increases in costs.

While funds proposed for capital expenditure will

support a smaller program in 1976 than in 1975, provision has

been made for a number of important building projects in

the second half of 1976.

The Australian Government has accepted the

proposals in the Commission's Report entitled 'Recommendations

for 1976*. A financial summary of these is attached. The

capital program entails some on-going commitments beyond 1976

resulting in an estimated total program cost of $106.5M.

Legislation will be introduced shortly to implement

the approved 1976 programs of the Commission on Advanced

Education.
