A CONTINUING BATTLE

Many people have "been working for the decentralisation of

education opportunities in Victoria.

In pursuit of this, the Victorian Government made decisions

concerning the establishment of a fourth university with

major wings in country areas. The major function of

Victoria’s multi-campus university in the country would be to cater for external students unable to attend an orthodox university because of difficulties arising from place of

residence or type of occupation. ,

However, the Labor Government excluded any consideration of the Victorian proposals from the terms of reference of a

committee whose purpose was to report on additional universities in Sydney, Melbourne, and also the Albury-

Wodonga area. Thus the committee recommended that the fourth university be established at Dandenong, despite the

fact that no submission at all had been made for a university

there from Victorian authorities.

I agree with the Victorian Minister of Education when he says

that the establishment of a university at Dandenong, a few

miles from Monash University, would serve no good purpose.

This is a typical example of the Commonwealth making decisions

v/ithout regard for the States and without proper consultation.

It happens in education, it happens in primary industry,

and in most areas you could mention.

I will be opposing the Commonwealth's moves and supporting

the Victorian Government's decisions.
