M r. P e a co c k sa id th a t while he a ccep ted In d ia 's a s s e rtio n th at the c o u n try 's n u c le a r w ork was d ire c te d to w ard s peacefu l m e a n s, the fac t re m a in e d th a t In d ia now had the beginning of a n u c le a r c a p a c ity and neighbouring c o u n trie s w e re unlikely to acc ep t th a t as the sta tu s quo.

M r. P eaco ck sa id In d ia 's n u c le a r te s t explosion show ed ju s t how fra g ile any fo reig n and defence policy planned e n tire ly on the concept of d etente is .

He sa id th a t P a k ista n had a lre a d y in d ic ate d it w as e x tre m e ly co n cern ed with Im U a's actio n s and th at it w as unlikely th a t C hina would s it by p a ssiv e ly if it ll^P eved In d ia was equipping its e lf with a n u c le a r a rs o n a l.

P eaco ck sa id th a t if India and o th e r n o n -n u c le a r n a tio n s re q u ire n u c le a r e n erg y fo r peacefu l p u rp o se s th ey should be able to c a ll on th e know ledge and s k ills of th o se c o u n trie s which a lre a d y belonged to s o -c a lle d n u c le a r g ro u p s - U .S .A ., U. S . S . R . , B rita in , F ra n c e and C hina.

M r. P e a co c k sa id th at a n u m b er of o th e r c o u n trie s could obtain re a so n a b ly quickly the c ap a c ity re q u ire d to build n u c le a r w eapons and th a t th e p r e s s u r e would build fo r th em to do so if a lleg ed ly n o n -allig n ed nations lik e India se em e d to be m oving in th at d ire c tio n .

M r. P e a co c k pointed out th a t while a c o u n try m ight in itia lly develop a c ap a city fo r p eacefu l n u c le a r p u rp o se s, once th a t c ap a c ity w as developed th e re was no g u a ra n te e th a t fu tu re G o v ern m en ts would not u se it to in c re a s e th e ir m ilita ry pow er.
