T h e ' A u s t r a l i a n public' are entitled to n o t h i n g l e s s . . . , . .

The decision to but' the rate of growth of Government spending is,

in itself, a sensible step in the right direction. It represents

part of the economic policy package put forward by the Opposi t i o n

Parties w h i c h M r W h i t l a m criticised so often in the campaign.

N o w he has adopted that part of our policy. The belated decision

to hold down Public Service expansion is w e l c o m e d but the whole of

the Liberal and Country Party policy should be adopted.

If the Government's piecemeal approach is not combined w i t h tax

cuts and an easing of the credit s q u e e z e , A u s t r a l i a will face a

recession.

The decision to savagely cut grants to the States is deplorable.

M r Whi t l a m is m a k i n g the Sta.tes scapegoats for his own policies.

He is cutting grants to the St a t e s to enable the Commonwealth to

expand its own spending in such areas as its discredited health

scheme and the Petroleum and Minerals Authority.

In e f f e c t , M r Whitlam will force up State taxes to pay for

C o m m o nwealth spending programs b y starving the States of finance.

This was n e v e r part of the Liberal Country Party policies. We

believe that the States should got more f i n a n c e , w i t h no strings

attached, so that they can determine their own budget p r i o r i t i e s .
