"MR GEORGE ERMOLENKO IS NOW IN A SITUATION OF GRAVE.UNCERTAINTY

AND OBVIOUS PERSONAL DISTRESS. OUR FIRST CONCERN MUST BE FOR

THE WELFARE OF THE INDIVIDUAL AND NOT FOR THE DEMANDS OF THE

SOVIET GOVERNMENT OR ITS AUTHORITIES. MR ERMOLENKO MUST BE PERMITTED TO REACH HIS DECISION UNCOERCED BY ANY FORM OF PRESSURE. I AM DEEPLY CONCERNED WITH APPARENT MAL-ADMINISTRATION. YOUR

GOVERNMENT HAS FAILED TO TAKE EFFECTIVE ACTION THIS IS NOW THE FOURTH DAY SINCE THE ORIGINAL PLEA WAS MADE. I SEEK YOUR

ASSURANCE THAT YOU WILL NOT PERMIT FURTHER SOVIET PRESSURE TO BE

APPLIED TO ERMOLENKO AND THAT HE CAN MAKE A F.REE DECISION REGARD

ING HIS FUTURE. THIS IS SURELY IN ACCORD WITH OUR TRADITIONS
