The C om m onw ealth G o v e rn m e n t's r e p r e s e n ta tiv e s (S enator M urphy and M r. E n d erb y ) not only failed to p a rtic ip a te today. T he P rim e M in iste r

in d ic ate d th a t h is G o v ern m en t would not be r e p re s e n te d . It o b jected to th e p ro p o se d d a te fo r the second s e s s io n of the C onvention. It did not
