APPLICATION OF THE CONTINENTAL SHELF (LIVING NATURAL RESOURCES) ACL 1968 IQ PAPUA AITS LEW GUINEA

(Statement by the Minister for External Territories, the Hon. C.E. Barnes, M.P.)

The Minister for External Territories, Mr C.E. Barnes, said today that the Continental Shelf (Living Natural Resources) Act 1968 applied,to the Territory of Papua and New Guinea as well as to Australia.

. Mr Barnes was commenting on an announcement by the Minister for Primary Industry, Mr'Anthony, that the Act came into operation on 15th April, 1970.

Mr Barnes said that the provisions of the new Act would help to protect the living sedentary organisms of the continental shelf of Papua and New Guinea outside the three-mile territorial limit and make it possible to reserve these potentially valuable resources for the

commercial use of Territory fishermen. .

Notices recently issued under the Act in . relation to the continental shelf of Papua and New Guinea maintained the minimum sizes for pearl shell, trochus and green snail which existed under the old Pearl Fisheries Act, as well as the prohibition on the taking of these

species and beche-de-mer by trawling or dredging.

Licences would still be necessary to search for and .take these organisms for commercial purposes.

Penalties for the unlicensed commercial taking of sedentary organisms could be substantial, Mr Barnes said. Licences issued by an Australian authority would hot be valid for the continental shelf of Papua and New

Guinea unless endorsed to that effect by the relevant Territory authority. '

Fishing for sedentary organisms within territorial waters would continue to be regulated by existing Territory legislation. *

Applications for licences under the new Act . ' should be made to the Director, Department of Agriculture, Stock and Fisheries, Port Moresby.
