The Commonwealth and State Labour Ministers today expressed concern at the deficiencies in manpower planning in Australia, both at the enterprise and industry level. This was a problem that needed to be tackled on a national basis.

The Ministers were holding their regular February Meeting in Melbourne, at which they considered a Report on manpower planning submitted by a Working Party of Commonwealth and State officers.

The Labour Ministers have now asked the Permanent Heads of their Departments to examine, at a meeting next April, the organisational steps necessary, on a joint Commonwealth/State basis, to ensure the most effective utilisation of labour resources.

The Ministers noted that the question of manpower planning had already been discussed by the National Labour Consultative Council, and that the Minister for Employment and Industrial Relations would be seeking the participation by the employers and the trade unions in the examination of manpower planning problems.

After receiving a report from their Permanent Heads, the Labour Ministers will be submitting proposals concerning the development of manpower planning in Australia to the Premiers before the next Premier's Conference.
