Mr Sinclair said that the first output from this survey is that

there will be three scales of charges on all new Telecom lines

with a ceiling for lines of 40km. or more (measured, radially from

the nearest telephone exchange); The charges are linked to the

present standard service connection fee of $150.00 to apply from 1

The three scales a r e :-

1. Rural Conversion Fee for customers on PPE lines . (part Privately

" Erected) being converted to automatic working

- $25 per km beyond 16km with a maximum of $600.

2 . Rural Connection Fee for customers seeking a new automatic

There will be no contribution.required,for line plant for an

automatic service within 16km of an exchange or for a manual service

within 8km of an e x c h a n g e .

Examples of existing and new charges are attached.

The charges for telephone services to be provided by Australia's

. domestic satellite will be determined later when the satellite

launch date is set. .

There will be an option for customers to buy out of existing

contractual arrangements with Telecom.by paying the once only

conversion or connection fee. .

· . This will represent a saving to .

customers whose present capital debt to Telecom exceeds the

- conversion or connection fee; '

· - customers who are paying the special rental of $500pa. Under

the new scheme this will be terminated in 1986.

The second stage of the study of rural telephone needs will look

at call charges. This is a complex matter and the results will then

be available in M i d - 1 9 8 2 . Any substantial changes will then involve

at least a year's engineering program.

distant from telephone exchanges and other c u s t omers;

- the impact of new technologies planned for introduction
