INQUIRY INTO THE FINANCES OF THE AUSTRALIAN CAPITAL TERRITORY BY THE COMMONWEALTH

GRANTS COMMISSION - ANNOUNCEMENT OF TERMS OF REFERENCE

The Minister for Administrative Services,

Mr Kevin Newman, announced today that a formal reference had been made to the Chairman of the Commonwealth Grants

, Commission in regard to an Inquiry into the Finances of

the Australian Capital Territory. . .

Inquire into and report on the following matters relating to the financing of works and services

provided in respect of the Australian Capital .

Territory: ·. .

(i) Identification and assessment of the principles which could be applied to the

’ determination of the financial contribution the Commonwealth seeks to recover from

the Australian. Capital. Territory community for works and services provided in respect

of the Australian Capital Territory.

(ii) Identification of the range "of options available

to the Commonwealth in the application of

' these principles. . . .

In reporting on the second matter, the Commission is

to indicate the option that it prefers.

The Terms of Reference for the Inquiry are as follows:

The Commission is to have regard in its deliberations,

to the implications of Commonwealth National Capital

and Seat of Government responsibilities. . .

For the purposes of this reference ’works and .

. . .services provided in respect of the Australian ,

Capital Territory' are as defined in section 16B(2)

of the Commonwealth Grants Commission Act 1973·

In dealing with this reference the Commission may report progressively, in which case priority is to

be given to a report on the principles relating to the financial contribution from A.C.T. rate-payers

towards general municipal services and the application of those principles. '

Mr Newman said that the Terms of Reference had the agreement of the Treasurer and the Ministers for the

Capital Territory and Finance. They were also canvassed, with the A.C.T. House of Assembly. ,

Mr Newman said that the Commonwealth Grants

Commission Act 1973 had been amended to enable two additional appointments to be made to the Commission for the Inquiry.

There will be a further announcement when the new appointments' have been made. ·
