FORMIDABLE LEGAL AND ADMINISTRATIVE TASK. I t HAS TAKEN ONLY

NINE MONTHS, I KNOW THAT MANY MEMBERS OF THE LOCAL COMMUNITY

WOULD L IK E MORE ACTION, BUT THE IMPORTANCE, THE SIZE AND

THE QUALITY OF THIS PROJECT CALL FOR A GREAT DEAL OF

FORBEARANCE AND PATIENCE ON THE PART OF US A L L ,

A PRIMARY PURPOSE OF THE AGREEMENT IS TO ESTABLISH

A STRONG AND EFFECTIVE DEVELOPMENT ORGANISATION TO BE

RESPONSIBLE FOR THE DEVELOPMENT-OF THE GROWTH COMPLEX,

Ex p e r i e n c e o v e r s e a s a n d i n t h i s c o u n t r y has shown c l e a r l y

THAT TH IS IS AN ESSENTIAL INGREDIENT IN THE SUCCESS OF

NEW C ITY DEVELOPMENT

HAS BEEN MADE FOR A CONSULTATIVE COUNCIL TO PROVIDE A VEHICLE
