THE RECENT BY-ELECTION IN SOUTH AFRICA IS THAT OSTRICISM OF SOUTH A F R I C A AND SANCTIONS AGAINST IT HAVE REINFORCED THE EXTREMISTS AND MADE THE PATH OF REFORM HARDER.

UNITED STATES CONGRESS OVERRODE PRESIDENT REAGAN'S VETO IN LATE 1986 AND IMPO S E D A P O L I C Y OF S A N C T I O N S AND DISINVESTMENT BY

AMERICAN COMPANIESi

- POLITICAL AND SOCIAL REFORM HAS HALTED f

- DISINVESTMENT BY OVERSEAS COMPANIES, ESPECIALLY AMERICAN COMPANIES, HAS SEEN THE END OF MANY SOCIAL RESPONSIBILITY PROGRAMMES AND INTEGRATIONIST WORK PRACTICES, AIMED AT HELPING BLACK SOUTH AFRICANS, WHICH NEW SOUTH AFRICAN OWNERS

EITHER DO NOT BELIEVE IN OR CANNOT AFFORD f - BLACK UNEMPLOYMENT - AND WITH IT BLACK SUFFERING - HAS

INCREASED.

- THE PERCEPTION OP ISOLATION FROM THE WORLD HAS STRENGTHENED

THE VIEWS AND POSITIONS OF THE EXTREMISTS WITH SANCTIONS SEEN AS THE EXTERNAL ENEMY ; - SUPPORT FOR THE EXTREMIST CONSERVATIVE PARTY HAS GROWN; - THE REFORM MINDED PROGRESSIVE FEDERAL PARTY HAS SUFFERED A

WOUNDING LOSS OF SUPPORT AND HAS BEEN UNSEATED AS THE

OFFICIAL OPPOSITION.

S A N C T I O N S HAVE NOT ENDED WHITE SUPREMACIST INTRANSIGENCE; THEY HAVE F U E L L E D IT. P O L I C I E S OF I S O L A T I O N AND SANCTIONS AGAINST

SOUTH AFRICA WILL NOT PRODUCE THE ANSWER TO THE COUNTRY'S GREAT

S O C I A L P R O B L E M S . NOR W I L L THE A T T E M P T E D D E S T R U C T I O N OF ITS

ECONOMY. SUCH POLICIES PLAY INTO THE HANDS OF THE EXTREMISTS AT

BOTH ENDS OF THE POLITICAL SPECTRUM.

THE PROBLEMS THAT AFFLICT SOUTH AFRICA ARE IMMENSE. THE PEACEFUL D I S M A N T L I N G OF THE A P A R T H E I D S Y S T E M A N D THE I N T R O D U C T I O N OF

D E M O C R A T I C POWER SHARING MUST BE THE OVERWHELMING OBJECTIVE OF THE WESTERN W O R L D . TO ACHIEVE THIS WE NEED A FAR MORE THOUGHTFUL

APPROACH TO THE PROBLEMS OF SOUTH AFRICA THAN THAT EXEMPLIFIED BY POLITICAL ISOLATION AND ECONOMIC S A N C TIONS.
