DAWKINS PRE-EMPTS GREEN PAPER DISCUSSION PROCESS

The Minister for Employment, Education and Training, Mr Dawkins is already implementing parts of his discussion paper on higher education (the Green Paper) without the formal approval of Parliament.

Mr Dawkins is going ahead with the proposals even before the discussion period has finished. Submissions from the Australian Vice-Chancellors Committee and the Business Council of Australia have only just arrived at the Ministry.

Both organisations have suggested extensive amendments to the proposals in the Green Paper.

However university and college amalgamations have begun and others are being discussed under pressure from Mr Dawkins.

Also Professor Karmel has been appointed to work on the 1 Education Profiles' despite the fact that there is widespread opposition to the concept.

Mr Dawkins is demonstrating contempt for the discussion process and the Parliament.

Is the "Green Paper" to become a "White Paper" by photocopying?
