YOUTH TRAINEESHIPS FAIL TO MATERIALISE

Despite a half million dollar advertising program and lengthy negotiations with the union movement, the Government is not even one-tenth of the way to creating the IQ,000 traineeships promised by the Government in Priority One's first year, Peter Shack, Opposition Spokesman on Education and Youth Affairs, said today.

He said that concern and cynicism about Priority One is widespread and growing as the traineeships central to the program failed to materialise in any significant number.

Mr. Shack was speaking in a Matter of Public Important debate on the Government's failure to deliver the number of traineeships promised to young Australians in the . Budget.

"The full 10,000 traineeships promised for 1985-86.now look certain not to be achieved.

"Since August only two agreements with employers have been reached, accounting for only a fraction of the traineeships promised. -

"A number of unions are seeking to impose their own . conditions on the traineeships, and the Government's inability to resolve the deadlock posed by their objections has brought the program to a standstill."

Mr. Shack said that the unions' demands ranged widely, from compulsory union membership for trainees to guarantees of employment for young people after their traineeship is completed.

He said that the issue of trainee wages was the single most important item outstanding on the unions' Priority One agenda, and accused the Government of showing weakness in the face of union intransigence on this issue.

"Priority One will remain little more than a slick public relations exercise by a Government cynically exploiting youth disadvantage for its own purposes unless . real results are delivered soon.

"The pathetic handful of traineeships that have been created so far belie the Government's failure to secure support for, and achieve the implementation of, its own youth policy."
