JOINT STATEMENT BY THE SHADOW MINISTER FOR EMPLOYMENT AND INDUSTRIAL RELATIONS, MR. PETER SHACK, AND THE SHADOW MI NSI TER RESPONSIBLE FOR PUBLIC SERVICE MATTERS, MR. DAVID CONNOLLY

OPPOSITION TO SEEK RE-INTRODUCTION OF CEEP LEGISLATION

a P r i v a t e M e m b e r ' s B i l l t o r e - e n a c t t h e C o m m o n w e a l t h E m p l o y e e s

E mpl oy me nt P r o v i s i o n s A c t ( C E E P ) when P a r l i a m e n t resumes on F e b r u a r y 21. .

The d e c i s i o n was a n n o u n c e d j o i n t l y b y t h e S h a d o w M i n i s t e r f o r

Employment and I n d u s t r i a l R e l a t i o n s , Mr. P e t e r Shack, and t h e spokesman on p u b l i c s e r v i c e m a t t e r s , Mr. David C o n n o l l y .

M r . Shack and Mr. C o n n o l l y s a i d t h e move had been made necessar y by t he Government' s i n e p t , weak and v a c i l l a t i n g response t o t h e P u b l i c S e r v i c e

Wage d i s p u t e .

" I t has a l s o been made n e c e s s a r y by t h e d e f i a n t a c t i o n s of t h e P u b l i c

S e r v i c e Unions and some o f t h e i r members," t h e y s a i d .

" T h e i r a c t i o n s a r e u n d e n i a b l e p r o o f of t he i n a d v i s a b i l i t y o f the Labor

Government r e p e a l i n g t h e l e g i s l a t i o n v i r t u a l l y i m m e d i a t e l y on coming t o o f f i c e . "

"The Employment and I n d u s t r i a l R e l a t i o n s M i n i s t e r , Mr. W i l l i s , promised t h e n t h a t t h e r e p e a l o f t h e l e g i s l a t i o n was an i m p o r t a n t s t e p i n

improving i n d u s t r i a l r e l a t i o n s i n t he p u b l i c s e r v i c e , " t h e y s a i d .

" I t has now been shown t h a t t h e o p p o s i t e i s t h e t r u t h . " ยท

" T h e G o v e r n m e n t now has on i t s h a n d s o n e o f t h e w o r s t and most

d i s r u p t i v e p u b l i c s e r v i c e d i s p u t e s e v e r t o be i n f l i c t e d on t h e

A u s t r a l i a n p u b l i c . "

M r . Shack and Mr. C o n n o l l y s a i d A u s t r a l i a was now goi ng i n t o i t s f o u r t h

week o f p u b l i c s e r v i c e union bans and l i m i t a t i o n s i n c l e a r d e f i a n c e o f

t h e A r b i t r a t i o n Commi ssi on' s r u l i n g on t h e P u b l i c S e r v i c e Unions' push

f o r an 8 . 3 per cent wage r i s e .

"The F e d e r a l Government has l o s t t o t a l c o n t r o l o f i t s own employees and

more than $1000 m i l l i o n in Government revenue has not been p r o c e s s e d or banked," t h e y s a i d .

" T h e p u b l i c s e r v i c e d i s p u t e i s now a d v e r s e l y a f f e c t i n g t h e money

market, budget p r e d i c t i o n s , overseas tr a d e and th e v a l u e o f t h e d o l l a r

and businesses and i n d i v i d u a l s around the c o u n t r y . "

"The A u s t r a l i a n p u b l i c has even witnessed the most r i d i c u l o u s scene of

p u b l i c servants b l o c k i n g p r o p e r and a u t h o r i s e d access t o Government

s a f e s , " they s ai d.

Mr. Shadk and Mr. Connolly said t h a t p u b l i c servants now had to decide

whether they wanted to work f o r the Government or n o t .

" I t is o u tr a g e o u s t h a t t h e y can take the law i n t o t h e i r own hands and

take damaging i n d u s t r i a l a c t io n , p a r t i c u l a r l y a t a t i m e o f s t i l l high

unemployment," they s a i d .

" I f t h e y want t o work f o r t h e Gov ern me nt, t h e y have t o a c c e p t t h e

r e s p o n s i b i l i t i e s of t h e i r p o s i t i o n s , as well as reap the b e n e f i t s . "

M r . Sh ac k and M r . C o n n o l l y s a i d i t was r i d i c u l o u s f o r t h e p u b l i c

servants to suggest t h a t the bans are not a f f e c t i n g the p u b l i c .

"T h e r e is now alm os t a t o t a l ban on p r o c e s s i n g and clearance of a l l

im por ts , s e v e r e l y a f f e c t i n g th o s e i n d u s t r i e s which r e l y on im po rte d

goods, and those who are employed in them," they s a i d .

"We now d i s c o v e r t h a t i m p o r t e r s who have no t been a b l e to c l e a r

imported goods are being charged S t a t e Government f e e s f o r t a k i n g up

wharf and warehouse space."

"A nd , f i n a l l y , a n y t h i n g t h a t e f f e c t s Government revenue g a t h e r i n g , has

to have longer term i m p l i c a t i o n s f o r Budget p l a n n i n g , and t h i s w i l l

u l t i m a t e l y h u r t a l l A u s t r a l i a n s , " they s a i d .

"The.. Oppos i t i on c a l l s on t h e v a s t m a j o r i t y o f r e s p o n s i b l e p u b l i c

s e r v a n t s , who must now be s e r i o u s l y e m ba rr a s se d by t h e i r u n i o n s '

a c t i o n s , to continue t h e i r work."
