Mr Keating’s attempt to blame tax avoidance for the Government

$1 billion mistake over provisional tax is a pathetic attempt ■ ' K

At a cover up.

The Budget target of a ludicrous 45$ (or $2 billion) increase

in tax from provisional taxpayers was never achievable

and at Budget time last August I said it was overstated by

at least $500 million.

Mr Keating did not and cannot deny my claim at that time

because he knew that this serious and misleading statement,

now revealed at close to $1 billion, had resulted from a

deliberate refusal to take proper account of the forecast

10$ fall in farm incomes in 1984/85 contained in the Budget

papers themselves.

Instead, the Government improperly based its provisional ■ S'" ’ 6 "

tax take on an overall 10% rise in provisional taxpayer’s

net incomes in an attempt to ’’dress up” a pre-election Budget.

Mr Keating has been caught out.

Yesterday’s provisional tax revelation is the most dramatic

evidence yet of how bad in income terms was the 1984/85

Budget. It was a blatant pre-election document which

squandered a once off opportunity to significantly pull

back the structural deficit. The damaging consequences

of that Budget are still being felt.
