GRADUATION CEREMONY, MACARTHUR INSTITUTE OF HIGHER EDUCATION

The Minister for Education and Youth A ffairs, Senator Susan Ryan tonight addressed the graduation ceremony of the Macarthur In s titu te of Higher Education.

Senator Ryan told graduating students that the Government is very conscious of the fact that outer metropolitan areas, such as those served by the

Macarthur In s titu te have special needs in the area of higher education.

"These are our rapidly growing areas. They have re la tiv e ly young populations and sometimes lack the f a c i l i t i e s and opportunities of the older more established areas. This is of concern to the Government and to me, personally, as Minister," Senator Ryan said.

The Minister referred to the Working Party established last year under the Tertiary Education Commission to examine s p e cifically the needs in education of the outer metropolitan areas of Sydney and Melbourne. The Macarthur In s titu te was one of the institutions examined.

"Some of the findings of the working party were worrying. They found, for instance, that at present there were in s u fficien t places available in these

areas. They also found that the retention rate for high schools in Sydney's

western and south western suburbs was often as low as 10.3 percent, compared with an average for the whole of New South Wales of some 33.7 per cent."

"Rapid population growth, high rates of youth unemployment and low rates of youth participatrion in post secondary education have caused many of these ‘ problems. Institutes like the Macarthur In s titu te w ill have an increasingly

important role to play in helping to overcome them".

Senator Ryan outlined steps the Government is taking to redress the current shortage of places and f a c i li t i e s in te r tia r y institu tio n s . "Neglect of the

te r tia r y sector by the previous Government has been a major contributing factor. We have already provided $2,206 m illion to the Macarthur In s titu te for the construction of Stage 1 of the new Campbelltown Campus and by 1986 i t should accommodate some 600 additional students on a f u ll time basis".

"Increasing the number of places available w ill not, however, solve a ll our problems. Institutions must become involved in catering for the special needs of the students they w ill service".

Senator Ryan restated the Government's determination that institutions should enrol more students of diverse socio-economic backgrounds.

"For too long certain groups in our community have been considerably under represented in our te r tia r y in stitutions. And our society has been deprived of the contribution they could make," she said.

THIS IS NOT TOKENISM OR PURE IDEALISM. IT IS A PRACTICAL

COMMITMENT TO HELP THESE GROUPS IN OUR SOCIETY. ONE OF THE

BEST MEASURES OF ANY C I V I L I S A T I O N IS THE WAY IT TREATS THOSE

WHO DO NOT HAVE ALL THE ADVANTAGES OF THE MORE PRIVILEGED. OUR

GOVERNMENT IS DETERMINED THAT. IN ANY OBJECTIVE ASSESSMENT,

THE OUTER METROPOLITAN AREAS OF OUR BIG C IT IE S HAVE SPECIAL

NEEDS IN THE AREA OF HIGHER EDUCATION. THESE ARE OUR RAPIDLY

GROWING AREAS. THEY HAVE RELATIVELY YOUNG POPULATIONS AND

SOMETIMES LACK THE F A C I L I T I E S AND OPPORTUNITIES OF THE OLDER,

ESTABLISHED AREAS. THIS IS OF CONCERN TO THE GOVERNMENT AND TO

ME, PERSONALLY, AS MINISTER FOR EDUCATION AND YOUTH

AFFAIRS.

LAST YEAR, I ESTABLISHED A WORKING PARTY UNDER THE TERTIARY

EDUCATION COMMISSION TO EXAMINE, SP ECIFICALLY, THE HIGHER

EDUCATION NEEDS OF THE OUTER METROPOLITAN AREAS OF SYDNEY AND

MELBOURNE. THE MACARTHUR INSTITUTE OF HIGHER EDUCATION WAS ONE

OF THE INSTITUTIONS EXAMINED.

INCREASING THE NUMBER OF PLACES AVAILABLE WILL NOT, HOWEVER,

SOLVE ALL OUR PROBLEMS. INSTITUTIONS HAVE AN OBLIGATION TO

BECOME INVOLVED IN CATERING FOR THE SPECIAL NEEDS OF THE

STUDENTS THEY WILL SERVICE. MANY STUDENTS WILL REQUIRE THIS

ADDITIONAL SUPPORT. WE ARE ALSO LOOKING TO TERTIARY

INSTITUTIONS TO REVIEW THEIR ENTRY REQUIREMENTS AND COURSE

CONTENT, AND TO DEVELOP CO-OPERATIVE ARRANGEMENTS AMONG THE

THREE TERTIARY SECTORS.

AS I HAVE S A ID , THIS GOVERNMENT IS DETERMINED THAT INSTITUTIONS

SHOULD ENROL MORE STUDENTS OF DIVERSE SOCIO-ECONOMIC

BACKGROUNDS. FOR TOO LONG CERTAIN GROUPS IN OUR COMMUNITY HAVE

BEEN CONSIDERABLY UNDER-REPRESENTED IN OUR TERTIARY

IN ST IT UTIONS . AND OUR SOCIETY HAS BEEN DEPRIVED OF THE

CONTRIBUTION THEY COULD MAKE.

I ' M PLEASED TO ACKNOWLEDGE THAT THE MACARTHUR INSTITUTE OF

HIGHER EDUCATION HAS ALREADY BEEN ACTIVE IN TRYING TO OVERCOME

THESE SHORTCOMINGS. ITS RESPONSE TO LOCAL COMMUNITY NEEDS HAS

BEEN DEMONSTRATED BY DEVELOPMENTS IN THE COMMUNITY AND WELFARE

F I E L D . IN 1 9 7 7 , THE INSTITUTE OFFERED AN ASSOCIATE DIPLOMA IN

SOCIAL WELFARE. BY 1983 TWO NEW COURSES WERE ADDED - A DEGREE

IN WELFARE STUDIES AND AN ASSOCIATE DIPLOMA IN COMMUNITY

STUDIES.
