ADDRESS TO THE UNESCO REGIONAL SEMINAR ON THE EFFECTIVE USE OF EDUCATION BROADCASTING. PERTH 29 APRIL 1984 By

I'M DELIGHTED TO BE HERE TONIGHT TO WELCOME YOU ALL TO THIS REGIONAL SEMINAR ON EDUCATIONAL BROADCASTING. AS MINISTER FOR EDUCATION AND YOUTH AFFAIRS. I HAVE PARTICULAR INTEREST IN UNESCO'S MAJOR PROGRAM KNOWN AS 'EDUCATION FOR ALL'. 1 WILL THEREFORE BE MOST INTERESTED TO SEE WHAT IDEAS AND SUGGESTIONS EMERGE FROM THIS CONFERENCE.

THIS IS A REGIONAL SEMINAR AND THE AUSTRALIAN GOVERNMENT IS MORE THAN PLEASED TO BE ASSOCIATED WITH IT. MANY OF YOU WILL RECALL THAT AUSTRALIA JOINED THE UNESCO ASIA AND PACIFIC PROGRAM REGION IN 1974. SINCE THAT TIME, IT'S BEEN THE POLICY OF OUR NATIONAL COMMISSION FOR UNESCO TO DIRECT ALL ITS

ACTIVITIES TOWARDS THE NEEDS AND PRIORITIES OF THIS REGION. THIS IS CONSISTENT WITH THE WIDER FOREIGN POLICY COMMITMENT OF THE AUSTRALIAN GOVERNMENT TO ASIA AND THE PACIFIC. WE KNOW THAT OUR FUTURE IS INEXTRICABLY LINKED WITH DEVELOPMENTS OF THIS REGION. AND WE WANT TO BE INVOLVED IN ALL POTENTIAL AREAS OF ACTIVITY.

EDUCATIONAL BROADCASTING IS ALREADY WITH US. BUT NEW TECHNOLOGIES WILL CLEARLY PRESENT NEW AND EXCITING POSSIBILITIES FOR AUSTRALIA. AS FOR ALL THE COUNTRIES OF THE REGION. AUSTRALIA HAS A LOT TO LEARN. AS WELL AS MUCH TO CONTRIBUTE. IN THIS AREA.

AUSTRALIA IS WELL-PLACED TO BE INVOLVED IN DISCUSSIONS ON EDUCATIONAL BROADCASTING. OUR EXPERIENCE IN THIS AREA GOES BACK TO THE EARLIEST DAYS OF RADIO IN THIS COUNTRY. THE FIRST SCHOOL BROADCASTS IN AUSTRALIA TOOK PLACE IN OCTOBER 1924 WHEN JUST 13 SCHOOLS IN SYDNEY TUNED INTO A SERIES BROADCAST OVER RADIO STATION 2FC.

WITH THE ESTABLISHMENT OF THE AUSTRALIAN BROADCASTING COMMISSION IN 1932. EDUCATIONAL BROADCASTING WAS SOON EXTENDED NATIONALLY WITH SOME RELUCTANCE. I MUST SAY. ON THE PART OF OUR HOST STATE. WESTERN AUSTRALIA. WHICH AT THE TIME SHOWED A REMARKABLE LACK OF INTEREST IN THE NEW TECHNOLOGY. STILL. THE ABC'S SCHOOL BROADCASTS DID EVENTUALLY TAKE OFF ALL OVER THE COUNTRY AND IN THIS AUSTRALIA WAS WELL AHEAD OF MANY OTHER COUNTRIES. PERHAPS THAT WAS TO BE EXPECTED. RADIO ITSELF CAUGHT ON VERY QUICKLY IN AUSTRALIA. A COUNTRY NOTED FOR ITS VAST DISTANCES. RADIO HAS BEEN ONE OF THE BEST WAYS OF

BREAKING DOWN THOSE DISTANCES.

EDUCATORS IN AUSTRALIA HAVE ALWAYS SEEN THE OBVIOUS BENEFITS WHICH RADIO TECHNOLOGY COULD BRING TO US. THEY HAVE USED RADIO TECHNOLOGY TO MEET THE EDUCATIONAL NEEDS OF THOSE WHO ARE ISOLATED FROM EDUCATION FACILTIBS. THIS INCLUDES PEOPLE LIVING

. INFORMATION SERVICES IN ABORIGINAL AND TORRES STRAIT ISLANDER LANGUAGES.

THE NATIONAL ABORIGINAL EDUCATION COMMITTEE. THE COMMONWEALTH GOVERNMENT'S PRINCIPAL ADVISER ON ABORIGINAL EDUCATION. HAS A PARTICULAR INTEREST IN THIS PROCESS. THE COMMITTEE IS SEEKING EXPANSION AND IMPROVEMENT OF BILINGUAL. BICULTURAL EDUCATION

PROGRAMS. THIS IS BECAUSE THE CURRENT SCHOOL OF THE AIR PROGRAMS DO NOT ADDRESS ABORIGINAL AND TORRES STRAIT ISLANDER NEEDS ADEQUATELY.

IN PROVIDING EDUCATIONAL RADIO AND TELEVISION SERVICES FOR ABORIGINAL PEOPLE. THE GOVERNMENT WILL HAVE TO ADDRESS THE FURTHER ISSUES OF; . ABORIGINAL CONTROL OVER PROGRAM POLICY AND PRODUCTION;

. CO ORDINATION WITH EDUCATION DEPARTMENTS; . ADEQUATE PROVISION FOR PRODUCTION COSTS; . ACCESS TO SUFFICIENT AIR TIME;

. PROVISION OF ON-THE JOB AND OTHER TRAINING.

THIS IS A VERY LARGE CHALLENGE - ONE THAT HAS ENORMOUS POLITICAL IMPLICATIONS FOR ABORIGINAL PEOPLE. IT IS A CHALLENGE THAT MUST BE MET. BECAUSE IN THE LONG TERM. I SUGGEST THAT AUSTRALIA WILL HAVE NO CHOICE BUT TO EXPLOIT THE POSSIBILITIES OF SATELLITE TECHNOLOGY. THE ALTERNATIVES. AFTER ALL. ARE FAR AND FEW BETWEEN. THE ABC IS FULLY COMMITTED WITH

ITS SCHOOL BROADCASTING. COMMERCIAL TELEVISION AND RADIO IS REALLY NOT INTERESTED. AND PUBLIC TELEVISION VIRTUALLY IS UNKNOWN IN THIS COUNTRY.

IN CANADA AND THE UNITED STATES WHERE THEY ALREADY HAVE DOMESTIC SATELLITES. EDUCATIONALISTS ARE THE FOURTH LARGEST USERS OF THE SYSTEM. SIMILAR THINGS COULD HAPPEN IN AUSTRALIA. IT IS URGENT. HOWEVER. THAT WE PLAN THESE USES NOW. AND STAKE A CLAIM - OTHERWISE SATELLITE BROADCASTING COULD GO THE WAY OF COMMERCIAL TELEVISION IN THIS COUNTRY.

IT IS ENCOURAGING. I NOTE THAT THE UNIVERSITY OF THE SOUTH PACIFIC IN FIJI HAS FOR SOME TIME MADE USE OF SATELLITE FACILITIES IN ITS EXTENSION PROGRAM. BROADCAST TIME IS PROVIDED WEEKLY FOR 10 SOUTH PACIFIC CENTRES AND THE UNIVERSITY SUPPLEMENTS THE BROADCASTS WITH CORRESPONDENCE MATERIAL. WHILE
