RESPONSE TO POLICY STATEMENT OF NATIONAL COUNCIL OF

INDEPENDENT SCHOOLS

I welcome the commitment of the National Council of Independent

Schools to the needs principle espoused by Labor where the Council advocates additional assistance for disadvantaged schools.

The main area of difference between us concerns the basic grant. The Council advocates a grant from the Commonwealth as well as ' from the States. '

The Labor Party delegates to the Schools Commission the task of

allocating funds taking into account the States'- basic grant contribution. -

We have said that we would review the Commonwealth role if the

States withdrew from funding the basic grant.

Labor is determined to commence the task of closing the widening gap between the have and have-not schools.

It is an indictment on us all that some schoolchildren have

more than 3 times the resources spent on their education than others.
