A report by the Senate Standing Committee on Employment, Education and Training has found that the decision by Higher Education and Employment Services Minister, Peter Baldwin, to transfer funding for the John Curtin School of Medical Research to the Department of Health, Housing and Community

Services (DHHCS) was reasonable given the advice provided to him by the Stephen Committee.

The 1990 Stephen Committee concluded that the university had failed to make satisfactory progress in resolving long standing problems within the School.

The Senate Standing Committee Report does not recommend that Commonwealth funding responsibility for the John Curtin School of Medical Research be returned to the Department of Employment, Education and Training (DEBT).

The Senate Committee concluded that the current a r r a n g e m e n t s a d d r e s s the Minister's concern that adequate accountability for research funds be achieved."

Mr Baldwin said he was confident that these arrangements provided a workable solution which would enable the School to regain its pre-eminence among Australia's medical research institutes.

"I also concur with the remarks of the School's Acting Director, Professor Ian Young, who told the committee that the school needed:

'..a stable arrangement to get on with our reforms, to get on with our research mission and to really improve our image..'.

"Progress in that area would only be hindered by changing the present funding arrangements," Mr Baldwin said.

Professor Young also indicated that the School was looking at developing a positive, long term relationship with the Medical Research Council.

"The School can now continue to build upon these positive and constructive steps to consolidate its reputation as a quality Medical Research Institute.
