DAWKINS MUST RELEASE POLICIES AND DETAILS OF DISCUSSION PAPER ON TAX

It w as revealed last night on ABC Radio that T reasurer Dawkins is planning to release a discussion paper on the Government's proposed post-election tax increases.

And in this morning's Age, government sources are quoted a s saying that there are developed policies for the expansion of the fringe benefits tax and th e interest withholding tax. These policies should be released now.

In addition, Mr Dawkins must release details of his plans for a discussion paper on tax. In particular:

. Will there be a draft discussion paper like there w as before the 1985 Tax Summit?

. W hen will the discussion paper be released? Obviously, it must be released well before the election otherwise it would not b e a real discussion papier on which the Australian community can comment.

. What are the term s of reference for the discussion paper? Are the term s of reference to

include only the three tax a reas m entioned on p a g e 4.41 of Budget Paper No. 1, ie dom estic interest withholding tax; fringe benefits tax; an d th e prescribed paym ents system , or are they to include other tax areas?

. W hen will the term s of reference be m ade public? Obviously they should also be subject to public scrutiny and indeed if the work is to b e do n e in time by the next election they would have to be released within the next week or two.

. Who will draft the discussion paper? Will it b e Treasury? If so will they b e ask ed to also

review a GST, which we know a vast majority of Treasury officers favour? Or will it be drafted by experts outside the public service?

These are just a few relevant questions. Let's have som e answ ers Mr Dawkins!
