Acting Shadow Minister for Defence Bill Taylor said today that it was regrettable that New Zealand's anti nuclear policy had the effect of excluding New Zealand forces from participating in Exercise Kangaroo 92 to be held in Northern Australia in March. Mr Taylor was reacting to recently reported comments

from New Zealand Defence Minister Warren Cooper.

"New Zealand's 1991 Defence White Paper recognises the problems which the anti nuclear policy has caused for its Defence Force. Clearly the nuclear ship ban policy which led to New Zealand being excluded from ANZUS is now outdated, particularly following President Bush's October 1991 decision

to de-nuclearise the bulk of the US Navy surface fleet,"

"While I acknowledge the commendable efforts of New Zealand Prime Minister Bolger on this matter, it is appropriate that his Government now rethinks the policy, both in terms of its Closer Defence Relations with Australia and its return to full ANZUS partnership,"

"Under these conditions it would open the door for major changes to New Zealand's observer status in major exercises like Kangaroo 92,"

"Although the on-going diplomatic difficulties between the US and New Zealand are for them to resolve, many Australians do not understand why an Australian-directed exercise on Australian soil should exclude New Zealand, particularly as

New Zealand Defence Force personnel have fought alongside Australian and US Forces for 50 years, most recently in last year's Gulf Conflict."

"T h e Minister for Defence Senator Ray should explain! the underlying rationale for New Zealand's exclusion from Kangaroo 92; should say whether the Kangaroo series of exercises every three years will continue; whether they will remain restricted to Australian and US participation; or whether a change of New Zealand's anti-nuclear policy will generate a change in Australian Defence attitudes,"
