LABOR'S DEFENCE POLICY DESTROYED BY BUDGET

The Budget has revealed a Labor Government without a Defence strategy determined to keep wasting money on non-combat • functions.

"What Labor should have done is cut non-combat functions and transfer money to combat capability. Yet what they have done is actually cut combat capability.

Labor's Defence Policy was based on an assumption of real growth in defence spending in the 1990s and the belief that a $500 million cut in bureaucracy was 'pure vandalism'.

The Force Structure Review 18 months ago claimed that:

"Should financial allocations fall below no real growth over the decade, few of the priority capital equipment programs could be funded. Such a reduced program would preclude the maintenance of a strategy of defence in depth as outlined in "The Defence of Australia 1987 " .

"Tonight's Budget cuts spending in 1993/94 by 0.5% .

"By their oLn admission and according to their own assumptions this Budget shows that Labor cannot fulfil it's Defence White Paper objectives.

"What is worse is that the Budget does virtually nothing to cut the massive wastage in the Defence bureaucracy which is chewing up resources which should be used to enhance combat capability.

"So most of the 0.5% cut will come off combat capability by reducing Regular troop numbers.
