Parliamentary Scrutiny of SBS Advertising

The Coalition today decided that the limited form of advertising proposed for the SBS should be subject to Parliamentary scrutiny.

The Opposition will move amendments to require the guidelines for "advertising" and for "community announcements" be made 'disallowable' instruments so as to require the tabling of such guidelines before the Parliament.

Opposition spokesman for Communications, Mr Smith, said it was most important th at the spirit of the legislation be upheld and that the limited "top and tail" advertising regime not be extended beyond the intention of the Parliament. (The legislation stipulates that advertising and sponsorship announcements may only be broadcast between programs and in natural program breaks and restricts them to a maximum of 5 minutes per hour.)

Further, the SBS Bill will be amended to ensure a Minister is able to require an amendment to the Corporate Plan and th at a permanent Community Advisory Committee be established.

Mr Smith said he would hold talks with the Democrats to seek support for the proposals in the Senate.
