SENATOR W A R W IC K RARER LIBERAL SENATOR FOR QUEENSLAND

SHADOW MINISTER FOR ADMINISTRATIVE SERVICES LOCAL GOVERNMENT AND THE A.C.T.

15 April, 1991

SENATOR BQLKUS MOST COME CT.KAN ON UNION DONATIONS

The Shadow Minister for Administrative Services, Senator Warwick Parer, said the Minister Senator Bolkus clearly avoided admitting in Question time today that the Labor Party was at a distinct advantage as compared to other parties when it came to political donations.

Senator Parer said that while individuals and the private sector donations were after tax monies, the following was the position in regard to trade union donations to the Labor Party:

1. Union dues were tax deductable 2. Union application fees with the ALP were paid with tax deductible money 3. All investment income from union investments were tax free,

for example, if a union owned a casino, all income would be tax free 4. Unions were not required to pay capital gains tax.

"This means that all donations and affiliation fees by the union to the ALP, with the minor exception of special levies are from tax free money.

"Senator Bolkus said he wants a level playing field.

"So does the Coalition, so let's have one, Senator Bolkus."
