PROVISIONAL RESULTS OF TENDERS FOR TCF TARIFF QUOTA ALLOCATIONS FOR 1992

The Minister for Small Business and Customs, the Hon David Beddall, MP announced today that tenderers had been notified of the provisional textiles, clothing and footwear (TCF) quota premiums and allocations for 1992.

"Quota tender results for the 1992 period reflect a significant reduction on the premium rates for the 1991 period, with falls in 14 of the 35 quota categories," Mr Beddall said. "Five categories recorded 'zero' premiums where the quota available was not fully taken up."

The Minister noted that in overall terms, the average 1992 tender premium was 16 per cent, a reduction on the 20 per cent average premium realised in the 1991 tender.

"The tender premium results are encouraging and provide scope for further easing of consumer prices," he said. "A major factor in the reduction of premiums has been the downturn in domestic demand and halving of the substantive rates of duty.

"The results indicate that the textile, clothing and footwear industries are adjusting to the changing competitive environment."

A significant feature of the 1992 tender scheme was that all quota had been allocated by tender whereas in previous years significant levels of quota were allocated to established importers on the basis of past importing performance.

"It provides new entrants the opportunity to acquire quota and allows flexibility for established importers to vary or supplement the thrust of their marketing," the Minister said.

"Small amounts of quota are still available in some categories and allocation of the remaining quota will be announced shortly by Customs."

Successful tenderers must lodge security with Customs between 1 and 22 November this year. The provisional tender premium results for each category are set out in the attachment.
