The attempt by Federal cabinet to bully State Housing Ministers Into

accepting the latest commonwealth State Housing Agreement (C S H A )

p r o p o s a l s , is clear e v i d e n c e , that not even the State Labor

Governments . · will accept Canberra's grab for power through the purse s t r i n g s , Wilson T u c k e y , Shadow Minister for H o u s i n g , said t o d a y .

State Governments know best how to spend housing funds received from

the Commonwealth and they are better able to judge the benefit of

such funds and where in the housing industry they should be d i r e c t e d .

Although agreeing "in principle only" to the new CSHA package earlier t h i s . y e a r, it has been common knowledge for some time that the States

were all objecting to the new p r o p o s a l s .

This is not surprising as the Commonwealth was demanding matching

contributions and the right to tell the States how to spend their own

m o n e y . ' 1

The Hawke Government's push for greater relative e x p e nditure on

welfare housing instead of home purchase assistance is also part of

the p r o b l e m .

Wilson Tuckey called on the Federal Minister to stop trying to

implant his public housing fixation on the States and negotiate a

solution to the current problem by letting the states get on with the

role of administering the CSHA without interference.

The States should also be allowed to implement their home purchase

s c h e m e s, similar to the New South Wales Government's joint venture

for more affordable housing p r o g r a m m e , free.of any financial control from the C o m m o n w e a l t h .

The coalition Policy would avoid these problems as we will be

directing relatively more Commonwealth allocations to home purchase as eistance .

The Hawke Government must stop using its financial power in this

fashion and allow the States to get on with the job of assisting

Australians to purchase their h o m e s , instead of forcing States to

direct funding to public h o u s i n g .
