The O pposition is firmly com m itted to the principle of a C h a r t e r of R e s i d e n t s ’ R ig h ts and

R esponsibilities and an A g re e m e n t b e tw e e n r e s id e n ts of nursing homes and h o s te ls and

p ro p rie to rs, said Mr R ay B ra ith w a ite , Shadow M inister fo r A ged C are, today.

A C oalition G o v ern m en t will ensure th a t a C h a r te r and A g re e m e n t a r e im p le m e n te d following

the con su ltatio n process w ith all p a r tie s involved, and follow ing scrutiny and a p p ro v a l by

P arliam en t.

We stand firmly by this pledge, said the Shadow M inister.

The am endm ents to the Community Services and H e a lth L e g is la tio n Bill in tro d u c e d by the

O pposition and su p p o rte d by the A u s tra lia n D em ocrats, req u irin g th a t th e C h a r t e r and

A g reem e n t be b ro u g h t b e f o r e P a rlia m e n t for d e b a te , will n o t delay t h e ir adoption.

The G overnm ent’s Bill did n o t envisage the ad o p tio n o f the C h a r t e r u n til 1 July 1989. When

the consultation process has b e e n com pleted, our am endm ents en courage th e G o v ern m en t to

to introduce it e a rly in the new session, have it d e b a te d and in place b e f o r e 1 July..

The ball is now in the G o v e rn m e n t’s court, and any delay will be due to L a b o r P a r ty

p ro c ra s tin a tio n o v e r the substance o f the C h arter.

The C oalition is firmly com m itted to the principles o u tlin e d in the Bill: t h a t a r e s id e n t

has a right to be t r e a t e d as an individual, a right to p e rs o n a l inde p en d en ce, a rig h t to

privacy, a right to access to all docum ents re la tin g to the r e s id e n t - and a re s p o n sib ility

to resp ect the rig h ts of o th e rs.
