CONTRACT FOR NEW ASIO AND ONA OFFICE PLANNING

Attorney -General Philip Ruddoc k and Senator Richard Colbeck, Parliamentary Secretary to the Minister for Finance and Administration, announced today that Bovis Lend Lease had been awarded the Managing Contractor Contract for the planning phase of the new central office for ASIO and the Office of National Assessments (ONA).

The value of the contract awarded to Bovis Lend Lease for the planning phase of the project is $3.4 million.

Bovis Lend Lease was selected through a competitive open tender process by the Department of Finance and A dministration and ASIO.

As Managing Contractor, Bovis Lend Lease will manage the architects and consultant engineers through the planning phase for the new building.

The new central office building will be located on Section 49, Parkes ACT, between Cons titution Avenue and Parkes Way. It will provide ASIO and ONA with 40,000m 2 of net lettable space.

The design will provide for a high quality, secure building to be fitted out for the specialised needs of the tenants. Planning is expected to be completed m id 2008. The estimated total project cost is $460 million.

Background to the Media Release

Managing Contractor - Bovis Lend Lease Bovis Lend Lease (BLL) is one of the world’s leading project management and construction companies. The business is focused on a number of sectors including health, education, de fence estates and selected Government office accommodation. BLL’s skills include construction management, project and program management, design management, design engineering, procurement and facilities management. As Managing Contractor, BLL will manag e the architects and consultant engineers through the planning phase for the new building.

New ASIO/ONA Office The Australian Security Intelligence Organisation (ASIO) and the Office of National Assessments (ONA) are presently located in Building R9 at Russell in the ACT. In July 2004, the Inquiry into Australia’s Intelligence Agencies (the Flood Inquiry) recommended increases in staffing and identified the need to expand R9 to allow ASIO and ONA to remain

collocated. The 2005 -06 Budget included $132.6 million for the expansion of R9.

Works on the expansion were delayed pending a review of ASIO resourcing. In October 2005, the Taylor Review recommended increasing ASIO staffing to 1,860 by 2010 -11. In the 2006 -07 Budget, Government gave in -principle agreement to a new building to accommodate the increases recommended by both reviews.

On 16 August 2006 the Minister for Finance and Administration, Senator Nick Minchin and the Attorney General, Ph illip Ruddock announced that ASIO and ONA will move to a purpose -built building at Section 49, Parkes ACT.

Additional funding was appropriated in the 2007 -08 Budget. Including the funds allocated for the extension of R9, the total project budget is now $ 460 million. This amount has been appropriated across three agencies, ASIO and ONA will be funding fitout works and the Department of Finance and Administration (Finance) will deliver the building on behalf of the Commonwealth.

The appointment of BLL as the Managing Contractor will allow the planning phase of the project to proceed to final concepts. During this phase of the project, all aspects of design, size and configuration of the building will be developed.
