SUMMIT MEETING BETWEEN LEADERS OF NORTH AND SOUTH KOREA

I welcome the announcement in Seoul of agreement to hold a summit meeting between South Korean President, Kim Dae-jung, and the North Korean leader and Chairman of the National Defence Council, Kim Jong-il, in Pyongyang from 12-14 June. This is an important step in achieving direct dialogue between South and North Korea, which is essential for addressing long-standing security concerns on the Korean Peninsula.

Australia has consistently urged North Korea to respond positively to President Kim Dae-jung's policies of economic and political engagement on the Korean Peninsula. I spoke personally with DPRK Foreign Minister Paek Nam-sun about this in New York last September, and the theme was raised again by our officials in talks in Pyongyang this February.

Through this increased dialogue in the past year, Australia has played its part in broad-based regional and international efforts to encourage North Korea to end its isolation and engage positively with the international community.

Australia will continue these efforts and, in this regard, I am pleased to announce that Australia will contribute an additional $1 million to the Korean Peninsula Energy Development Organisation (KEDO) to provide heavy fuel oil to North Korea. This will bring Australia's contribution to KEDO since 1995 to $15.8 million.

The Australian Government strongly values the crucial role played by KEDO in supporting international efforts to reduce the risk of nuclear proliferation on the Korean Peninsula and maintaining stability in North Asia more generally.
