PETER GARRETT MP

Member for Kingsford Smith Shadow Parliamentary Secretary for Reconciliation and the Arts 2 March 2006

Royal Rip-Off

I welcome the positive initiative by the Member for Fraser, Bob McMullan, to introduce a Private Members’ Bill on March 27, which would establish a resale royalty scheme for visual artists. This is the second Private Members’ Bill on this matter brought forward by Labor Members.

Since 2002 the Government has had a chance to indicate whether it will institute such a resale royalty scheme, so for the Attorney-General to say he will make a decision sometime this year is completely unacceptable.

Any belated decision by the Attorney-General must be based on the benefits that such a scheme would provide to artists. I urge the Minister not to be unduly influenced by the extensive lobbying, on behalf of major auction houses by Liberal Party figure Michael Kroger.

The Attorney-General must immediately make clear his intention on a resale royalty scheme so artists, particularly Indigenous artists, can rightfully and deservedly enjoy the benefits of their work.
