$42 MILLION IN CAPITAL FUNDING FOR UNIVERSITIES

I am pleased to announce more than $42 million in funding for universities throughout Australia for special capital and infrastructure projects.

Tertiary students in many regional and outer-metropolitan centres of Australia will benefit from a range of projects including new campus facilities and e-learning projects funded under the Commonwealth Government’s higher education Capital Development Pool for 2005.

Universities in suburban growth areas and regional centres will receive the funding for innovative electronic infrastructure projects, while other funding will go towards new or continuing building projects. The funding will assist universities to continue to improve the flexibility and quality of their services to students.

The projects include:

● $2.5 million for Murdoch University for a Learning Centre at Mandurah to serve the Peel region. The centre

will include video and electronic communications links to the Murdoch campus for access to online courses. ● $2 million for Charles Sturt University (NSW) to assist with building a School of Rural Health and other

facilities at its Thurgoona campus. ● $2 million for the University of South Australia to assist with the Mawson Centre community e-learning

and information centre which will include around the clock access to computer facilities. ● Further funding of $1.5 million for the Curtin University of Technology/Edith Cowan University (WA)

Margaret River Centre for Wine Excellence. ● $1.5 million for James Cook University to assist in development of online teaching and learning and online

administrative services.

CDP grants support universities’ efforts to collaborate to achieve both national and regional benefits while also responding to industry needs.

This commitment builds on the Government’s support for the higher education sector which, as a result, sees Australian universities enjoying revenues of $10.4 billion in 2002.

Reforms that emerge from the Review of Higher Education will provide arrangements that build on universities’ strengths, expand opportunity and allow increased flexibility to diversify, collaborate and specialise.

Higher Education reform is critical to the future economic and social development of our nation.

A summary of the successful projects is attached.

CAPITAL DEVELOPMENT POOL: 2005 GRANTS

NEW SOUTH WALES

University of Western Sydney - Advanced Campus Network

The University of Western Sydney will receive a further $1.5 million from the 2005 CDP for the Advanced Campus Network for which it was allocated $1.5 million from the 2004 CDP. The additional allocation in 2005 will facilitate the linkage of the Blacktown and Hawkesbury campuses to the network. The network will also support the future development of the Greater Western Sydney Learning Network (GWSLN) which provides links between the University and TAFE and schools in Western Sydney. The University has been allocated $7.84 million over the period 2000-2003 for the GWSLN.

Charles Sturt University - School of Rural Health

The University will receive $2 million from the 2005 Pool to assist with the building of the School of Rural Health and Library and Interactive Learning Centre at its Thurgoona campus near Albury. The facility will house clinical laboratories, integrated learning spaces and associated electronic and technological infrastructure to develop a campus with a high capacity for flexible modes of learning. The University expects the proposed School to become a major focus for allied health education and training both for New South Wales and northern Victoria. Its development will also create new opportunities for collaborative ventures with the University of New South Wales Greater Murray Clinical School, the Wodonga TAFE and Riverina TAFE in Albury, the Australian Defence Force which is relocating its tri-service health training to Bandiana (Wodonga), the Greater Murray Area Health Service and the Hume and Upper Hume Health Services.

University of Wollongong

a) Loftus facility

The University of Wollongong will receive $1 million for a facility at the Southern Institute of TAFE campus at Loftus. The building will incorporate specialist Science and Computer Access Laboratories and ICT infrastructure to link to the University’s inter-campus network. It will be shared with the Sutherland Shire Council which is developing a business incubator complex in its portion of the building. The University plans to offer teacher education courses in mathematics, science and Information Technology from the shared campus.

b) Innovative Nursing Education Centre - Bega

The University will also receive $500,000 from the CDP in 2005 to assist in establishing additional e-learning and teaching facilities to support the innovative Bachelor of Nursing programme in the Bega regional area. The University received additional regional places for nursing at Bega from 2002. The CDP provided funding for the establishment of the original Bega Education Access Centre which serves students from the University, high schools and the Illawarra Institute of TAFE. This allocation will meet extension and refurbishment costs. The NSW Health, Southern Area Health Service is providing the use of space at the Bega District Hospital for the programme and the TAFE has offered classroom facilities for the programme for the first year of operation.

University of New England - Oorala centre

The University will receive $1.26 million for a new building for the Oorala Indigenous Centre. The new centre will have computer facilities which will serve Indigenous students on campus and also be used in conjunction with the University’s regional access centre network to provide services to Indigenous students in regional communities. The building will also have seminar rooms and a public lecture theatre accommodating some 50 to 60 people that will provide opportunities for greater community involvement in the Centre, with the capacity to hold public lectures, displays and conferences.

Southern Cross University

a) Distributed Network Campus

The University will receive $200,000 to pilot a Flexible Learning Access Centre in Port Macquarie. The Centre will provide the opportunity for greater collaboration between the University and TAFE, could provide greater choice for students in courses and offers an opportunity for other universities to also offer courses through the new Centre. If successful, further Centres could be established at other TAFE campuses through the north coast of New South Wales.

b) Coffs Harbour Education Campus

The University will also receive $1 million for the upgrade and development of ICT infrastructure at the Coffs Harbour campus to increase participation in programmes offered by the Southern Cross University, North Coast Institute of TAFE and the Senior

College. The University has received over $17 million from the CDP for the Coffs Harbour Education Campus and the access centres of SCU over the period 1994-1998.

The University of Newcastle - A Network for Flexible Learning

The University of Newcastle will receive $1.5 million to assist with development of ICT infrastructure at its Callaghan and Central Coast campuses and to provide linkages with partners in the vocational education and training and the health sectors. The University has received over $28 million for the Ourimbah campus over the period 1994-2002 and this allocation will complement the $1.78 million allocated for regional infrastructure from the 2003 CDP.

VICTORIA

Deakin University - Development of an e-campus

Deakin University has been allocated a further $1 million from the 2005 CDP to develop an integrated total online learning environment. The University was allocated $1 million from the 2004 fund for the same development. The e-campus will consist of a web-based, on-line university network providing teaching and learning support, video-conferencing and administrative and support services. Deakin University has a strong reputation nationally for online learning and the development of the e-campus will benefit students, the institution and the higher education sector generally.

Monash University - Centre for Multimedia at Berwick campus

The University has been allocated a further $2 million for the Centre for Multimedia to complement the allocation of $2 million in 2004. The proposed Centre is part of the Stage 3 development of the campus at Berwick. The Centre will accommodate the School of Multimedia Systems and comprise multimedia laboratories, design studios, staff accommodation, two tutorial rooms and one 220 student lecture theatre. The Centre will enable the University to meet significant increases in student demand at Berwick.

Victoria University of Technology/Swinburne University of Technology - ICT to assist with a common student and course administration system

The universities will receive a further $1.5 million for the collaborative development of an online student and course administration system. The project received an allocation of $1 million from the 2004 CDP. The collaborative and cross-sectoral elements of the project will provide a guide to potential efficiencies and cost-effectiveness in future developments of this kind. The enterprise is strongly supported by the State Government.

RMIT - Digital Design Centre

RMIT will receive $1.5 million for a Digital Design Centre which will be part of an envisaged Digital Design Precinct in Melbourne’s CBD. The Precinct will involve

partnerships around design and digital technology between Victorian, Australian and international business, industry, government and other cultural and education institutions including schools, TAFEs and universities. The University’s Centre will house collaborative workspaces and public access areas to encourage collaboration and interaction between business, individuals, the community and educational institutions around design and digital technology.

La Trobe University - ICT infrastructure for the Mildura Campus

The University will receive $1.885 million to support and develop the ICT infrastructure at the Mildura campus. The University has extensive regional involvement in northern Victoria with campuses at Albury-Wodonga, Beechworth, Bendigo, Mt Buller, Shepparton and Mildura. It is progressively upgrading ICT infrastructure at these campuses to provide effective and equitable delivery of programmes to students at all its campuses by using technology to increase flexible delivery of programmes and to provide quality access to online educational resources. The Mildura campus shares facilities with Sunraysia Institute of TAFE and has links with the CSIRO and its research.

QUEENSLAND

Central Queensland University - Science and Research Building at Bundaberg

Central Queensland University has been allocated further funding of $760,000 for the science and research building at Bundaberg. The University received $1 million from the 2004 CDP and this will complete the funding for the facility. The building will include science laboratories, research facilities and staff offices, and will provide dedicated science facilities for the University’s students at Bundaberg. The research facilities will comprise a suite of rooms designed to meet the needs of multi-media and information technology research.

Queensland University of Technology (QUT) - Caboolture multi-partner campus

QUT will receive a further $2 million for the Caboolture multi-partner campus, to add to the $2 million allocated from the 2004 CDP. The proposed multi-partner facility will be developed in partnership with North Point Institute of TAFE and the Caboolture Shire Council. The development of the Caboolture campus will meet QUT’s responsibilities as the major provider of higher education in Brisbane’s northern corridor in an area of low participation in higher education. The University offered courses in Caboolture in 2002 using leased premises, prior to the building of the new campus.

University of Southern Queensland - Wide Bay development

The University will receive further funding of $1.75 million for the development of the Wide Bay campus. The new building with related infrastructure will provide additional teaching and laboratory spaces, computer laboratories and staff accommodation which will enhance the existing campus IT infrastructure and expand data links to the

University’s main Toowoomba campus. The facility will assist the University to meet substantial increases in demand at its Wide Bay campus arising from demographic growth and a higher than national level of school aged population.

Griffith University - Logan Campus Extension

The University will receive $2 million for an extension to the Academic 2 building at the Logan Campus to meet increased student demand and accommodation needs in the Schools of IT, Business and Education. The Logan campus serves one of Australia’s fastest growing regions, including Logan City, the Redland Shire, the northern Beaudesert Shire and the Beenleigh district. All degrees at the Logan campus are offered in on-campus flexible learning mode, using campus and home access to the Internet and packaged subject resources. The approach suits many students who are unable to take full-time study due to family, work or other commitments and also supports school-leavers undertaking tertiary study for the first time. The Commonwealth has provided funding for the development of the Logan and Gold Coast campuses over the years 1998-2001 ($32.215m).

James Cook University - ICT infrastructure for Student Admin and Online Course Delivery

The University will receive $1.5 million to assist James Cook University to develop its capability for online teaching and learning and online administrative services. The project will enable full integration of student administration, course management and information resources management functions and will support the University’s goal of more cost-effective delivery over multiple campuses with improved learning experience for students.

University of Queensland - Stage 3, Ipswich campus

The University will receive further funding of $1.5 million to complete the Commonwealth contribution to the Stage 3 development of the Ipswich campus, which is the Resource Centre and library complex. The University was allocated $2.5 million from the 2004 Pool. Stage 3 of the campus development will include a purpose built library and resource centre (usable floor area of 2,900m2) which will provide student and campus support, library and educational and multimedia services. The centre will contain infrastructure needed to support learning technologies and multi-media integration for use by students and to develop subject materials.

Central Queensland University (CQU) - Information Commons

The University will receive $1.4 million to establish Information Commons at its Mackay, Rockhampton and Bundaberg campuses. The facilities will support educational delivery across its multiple campuses and provide cost effective and flexible teaching and learning.

University of the Sunshine Coast - Stage V Main Campus

The University will receive a further $2 million for the construction of a Centre for Information and Communications Technology (ICT) Centre as Stage V of its campus

development at Sippy Downs. The Commonwealth has allocated over $6.5 million to the development as part of total funding of some $34.68 million to the campus development since 1994. The project will enable computer laboratories to be centralised, improve flexible delivery facilities, centralise CIT technical support, expand broadband links and establish a campus commercial centre. The ICT infrastructure will include a broadband link, network infrastructure, computer laboratories, video-conferencing facility and a multimedia publishing and printing centre. The development will include infrastructure support for future links with a proposed high school development in the area.

SOUTH AUSTRALIA

University of South Australia - Mawson Lakes Regional Development

The University of South Australia will receive $2 million to assist with the University’s contribution to the development of the Mawson Centre. The Centre is the proposed civic community centre within the Mawson Lakes Town Centre and will be adjacent to the University’s campus. The vision for the Centre is an innovative 21st century cultural community learning and information centre. It will include a community library/resource centre, 24 hour-7 day access to computer facilities, shared use of meeting and tutorial rooms, and a lecture theatre. It is a joint development of the local Council, State Government and other partners and contributors. Mawson Lakes is a new residential growth area in the City of Salisbury, north of Adelaide. The region has extremely low participation levels at TAFE and university.

Flinders University of South Australia - Online delivery of medical and nursing courses

The University will receive $789,000 for infrastructure to consolidate and further develop electronic modes of medical and nursing course delivery and selected first-year courses in the areas of allied health and community services in regional and remote sites in South Australia, especially the Riverland region at Renmark-Paringa and the south-east region at Victor Harbour and Mt Gambier. The University currently has collaborative partnerships with the Riverland Regional Health Service, the South East Regional Health Service and Deakin University in delivering its programmes and has an MOU with the South Australian Department of Education to share facilities and develop joint and articulated programmes.

NORTHERN TERRITORY

Batchelor Institute of Indigenous Tertiary Education - Online Resource Centre

The Institute will receive $200,000 towards the costs of an Online Resource Centre. The Centre will assist the Institute to expand and develop its online capability in creating digitised resources and online content delivery. This capability will complement the investment of some $2.7 million already allocated from the CDP over the period 1999-

2004 for regional study centres in Indigenous communities.

Northern Territory University - Casuarina Campus Learning Space

The University will receive $1 million towards the construction of a Computing and Learning Commons at the Casuarina campus. The facility will bring together library, teaching and learning support staff, computer facilities with linked study and learning spaces, a media centre and printing centre. Similar learning spaces have been developed with the Australian National Training Authority (ANTA) funding at the University’s Palmerston campus and in Alice Springs, in conjunction with Centralian College. The Computing and Learning Commons will benefit both on-campus students, providing them with 24 hour computer laboratory access within a central location, and off-campus students, enabling remote students to join the virtual classroom and have greater interaction with tutors.

WESTERN AUSTRALIA

University of Western Australia - Geraldton Universities Centre

A consortium of the University of Western Australia, Curtin University and Edith Cowan University and the Geraldton community will receive a further $1.5 million for the building of the Geraldton Universities Centre. This complements the $1 million allocated from the 2004 CDP to the Centre. The facility will include classrooms, laboratory space, lecture and tutorial rooms, administrative and IT spaces and ICT infrastructure. The Centre would broker specific courses to be delivered locally according to demand.

Murdoch University - South-west ICT Knowledge Link - University Learning Centre

The University will receive $2.5 million for a University Learning Centre at Mandurah to serve the Peel Region. The Peel Region is predicted to be one of the fastest growing regions in Perth over the next five years and has a low participation in university education. The Centre will comprise an 80 seat video communications room, three 30 seat breakout rooms, one multipurpose laboratory and offices for technicians, administration and academic staff. The Peel campus at Mandurah is shared by Challenger TAFE, the University and a senior college (c1000 students). The University Learning Centre will have video and electronic communications links through Rockingham and Kwinana to the Murdoch campus for online access to courses and learning resources.

Curtin University of Technology/Edith Cowan University - Margaret River Centre for Wine Excellence

The universities will receive further funding of $1.5 million for the Margaret River Centre for Wine Excellence. The Centre has been allocated $3 million already from the CDP. The Centre will be developed on the site of the senior high school in collaboration with TAFE, senior schools in the region, the local wine industry and community. The Centre will

provide undergraduate, postgraduate and executive courses in viticulture, oenology, wine tourism, wine marketing and wine business. In addition, the Centre is to be developed as a centre for excellence in teaching and learning and research that will better resource the Western Australian and Australian wine industry in terms of staff, business skills and market intelligence.

TASMANIA

University of Tasmania - Upgrade IT infrastructure

The University will receive $1.857 million for a number of upgrades to its ICT infrastructure, building on the allocation of $1 million from the 2004 CDP. The upgrade includes inter-campus linkages, the extension of flexible delivery to remote locations through regional e-learning centres and Learning Commons at the Hobart, Launceston and North West Centre. The regional e-learning centres integrate on-line resources and services across TAFE, schools and community libraries. The State Government is providing "in-kind" contributions and will meet future operating costs of the centres.

Australian Maritime College - Flexible Delivery at AMC

The College will receive $1 million for an upgrade to its computer laboratories and facilities. The upgrade involves building an additional floor on the Learning Resources Building (library, student support and classrooms) to consolidate ICT facilities, laboratories and videoconferencing and to facilitate on-line learning. The project will improve the College’s capacity to flexibly deliver teaching and learning, and support its existing collaborative arrangements for teaching and learning, such as their collaboration with the University of Southern Queensland.
