Media Release Minister for the Environment and Heritage Dr David Kemp

29 November 2002

Renewable Energy Review The Minister for the Environment and Heritage Dr David Kemp today announced that the mandated independent review of the Renewable Energy (Electricity) Act 2000 would begin in January 2003 and called for submissions to assist in determining its terms of reference.

The Renewable Energy (Electricity) Act 2000 implements the Howard Government's Mandatory Renewable Energy Target (MRET), which currently prescribes that an additional 9,500 gigawatt hours of electricity per year must be generated from renewable sources by 2010, resulting in annual greenhouse gas emissions reductions of around 7 million tonnes.

The legislation that passed through the Parliament in 2000 setting up MRET required that a Review be undertaken in 2003.

"I encourage all stakeholders in the renewable energy and electricity sectors, as well as community groups and other interested parties to make submissions on the scope of the review ," Dr Kemp said.

"MRET has proven eminently successful thus far, with generation from renewable sources exceeding the interim target for 2001 and well on track for 2002," said Dr Kemp.

The MRET is an important element of the Howard Government's response to climate change. It was introduced to achieve reductions in greenhouse gas emissions and to aid the development of a more sustainable energy supply.

The Act specifies particular matters that must be considered in the Review, including the extent to which MRET has encouraged additional generation of electricity from renewable energy sources, the mix of technologies that have resulted from its implementation and the levels of the interim and overall targets.

All submissions on the scope of the review should be e-mailed to or mailed to: Manager Energy Futures, Australian Greenhouse Office, GPO Box 621 Canberra, ACT, 2601 by 16 December.
