The Parliamentary Secretary for Defence Support, the Hon. Dr Mike Kelly AM MP, today received the report from the independent panel reviewing the Australian Defence Force (ADF) Cadets Scheme.

“Minister Fitzgibbon and I commissioned an independent review of the ADF Cadets Scheme in August this year to consider how it could be improved to ensure it reflects community expectations for a youth development organisation,” Dr Kelly said.

“Integral to the review was going back to basics to consider and identify, through community consultation, what the objectives of the ADF Cadets Scheme should be, along with community expectations around accountability and transparency in its administration.

“The independent review panel headed by Lieutenant General Frank Hickling AO, CSC (Retired) has now completed its report, which has been presented to me.

“I welcome the report and am very pleased with the broad range of consultation undertaken by the review panel within the cadet and Defence communities in a relatively short period. I also have confidence that the report represents a balanced view of the challenges that face this most important youth development organisation, and that the review recommendations will provide the basis for an appropriate way forward.”

Dr Kelly said that the review panel received more that 200 written submissions, visited a number of cadet units in communities across Australia, including school-based units, and conducted two focus group sessions involving cadets, cadet volunteer staff, parents and other interested parties. The panel also had the opportunity to speak directly with key personnel within Defence and the Cadet organisations more broadly.

“The review report will now be passed to Defence to consider the recommendations and provide advice to the Government, which I expect to receive in early 2009,” Dr Kelly said.

“I wish to thank review panel chair Lieutenant General Frank Hickling and team members Colonel Lesley Woodroffe and Mr Terrence Winner for their work in support of ADF Cadets.”
