Strategic Plan Consultations

14 May 2001

The Cairns and District Regional Council of ATSIC will be consulting with Indigenous communities throughout the area as part of efforts to develop a strategic plan for the region.

Cairns and District Regional Council Chair, Terry O¡¦Shane, said that the extensive consultation was indicative of ATSIC¡¦s commitment to improved representation for local Aboriginal and Torres Strait Islander communities.

¡§ATSIC Regional Councils are required by legislation to develop and revise from time to time a regional plan for improving the economic, social and cultural status of our people¡¨, said Mr O¡¦Shane. ¡§But we wanted to take that requirement a step further and if we are to truly reflect our constituents aspirations then we need to talk to them.

¡§The plan reflects ATSIC¡¦s desire to determine and clarify priorities in relation to the future direction of the region. We recognise the importance of including relevant stakeholders in this process and to utilise their experience in developing the Strategic Plan.¡¨

Mr O¡¦Shane said that the Council had established a number of draft aims for the strategic plan which include: „h The development and maintenance of cultural integrity. „h The resolution of all land and native title claims throughout the region and Indigenous management of our own natural and cultural resources. „h The achievement of financial / economic security commensurate with that of other Australians. „h The empowerment and strengthening of Indigenous families to improve their health and quality of life. „h The attainment of equity in academic achievement, enriched by strong cultural values and beliefs. „h More positive interaction amongst all peoples in our region because of a better understanding of Indigenous culture and issues.

Mr O¡¦Shane encouraged all local Indigenous organisations to send representatives to the consultative meeting in their area. ¡§This plan will be the blueprint for our work in the region and if people don¡¦t participate then the plan won¡¦t necessarily reflect local aspirations.¡¨
