C01^1JITTEE OF INQUIRY INTO HIGHER EDUCATION

(Statement by the Minister for External Territories, the Hon. C.E. Barnes, M.P.)

The Minister for External Territories, Mr. Barnes, announced. today that the Committee of Inquiry into Higher Education in Papua and New Guinea would be: Sir Allen Brown (Chairman), Dr. S.W. Cohen, Mr. V.S. Eri and a technologist who would be appointed in the near future.

Mr. Barnes said that the Government had already announced its decision to appoint a Committee of Inquiry. The Committee will advise the Government on how higher education should be developed in the Territory in the immediate future to meet the national priorities of the Territory and what means are required to ensure that higher institutions develop in a co-ordinated way to meet these priorities.

Mr. Barnes said that higher education has an important role in the development of the Territory toward self-government and independence and the Committee of Inquiry would ensure that higher education carried out this role in the most effective way possible.

Mr. Barnes said that Sir Allen Brown had a distinguished career of public service. He was permanent head of the Prime Minister's Department from 1949 to 1959, Deputy High Commissioner in London 1959 to 1965 and Australian Ambassador to Japan from 1965 to March of this year. As

permanent head of the Prime Minister's Department he had considerable experience of higher education matters.

Sir Allen also played an important part in the development of the Australian National University, being a member of the Interim Council from 1949 to 1951 and a member of the Council from 1951 to 1958.

Dr. S.W. Cohen has been Deputy Vice-Chancellor of Macquarie University since it was established in 1965. Dr. Cohen served as a member of the New South Wales Committee on Higher Education which was set up by the N.S.W. State

Government to advise on higher education matters. He is also a member of the Commonwealth Advisory Committee on Advanced Education.

Mr. Barnes said that Mr. Vincent Eri, a graduate of the University of Papua and New Guinea, has served in the Administration Department of Education both in teaching and administrative capacities. He is at present the Acting

Superintendent of Primary Schools.

Mr. Barnes said that he expected the Committee of Inquiry would have its first meeting before the end of the year. He hoped that it might be possible to receive the Committee's report by the middle of next year.
