TERRITORY OF PAPUA AND NEV GUINEA -DEPARTMENT OF BUSINESS DEVELOPMENT

(Statement by Minister for External Territories, the Hon. C.E. Barnes, II.P.)

The Minister for External Territories, PIr Barnes, announced today that I.r Tonguna Paulias Matane is to be the Departmental Head of a new Department of Business Development in Papua and New Guinea.

The establishment of the new Department was announced by the Administrator, P.'ir L. W. Johnson, and the Chairman of the Territory Public Service Board, Mr G. Unkles, on 16th September.

Mr Natane is 35 years of age and was born at Kokopo, New Britain. For the past 18 months he has been a member of the Public Service Board of the Territory and before that advanced to senior positions in the Department of Education. He visited Fiji, the New Hebrides and the British Solomon Islands on a tour of duty in 1963

and in 1966 he attended the Australasian School Inspectors' Biennial Terence in New Zealand. In 1967 he was awarded a Churchill Fellow-ship to study teaching methods in Uganda, Kenya, Tanganyika, Malawi, Zambia, Nigeria and Ghana.

Mr Matane will be the first Papuan cr New Guinean of the Public Service to receive promotion as a Departmental Head in the Territory on a permanent basis. He recently acted for some months as the Head of the Department of Lands, Surveys and I:iines.

Mr Barnes said that the appointment of Er Matane as a Departmental Head was a significant step forward in developing up to the highest levels a public service comprised of Papuans and New Guineans.
