$242.3 MILLION IN DEFENCE FUNDING FOR QUEENSLAND

Defence facilities in Queensland will benefit from $242.3 million in funding for 2006-07.

$206.4 million has been allocated to approved Defence facilities projects. A further $35.9 million will be spent on Defence Estate upkeep works.

The Government will also continue its commitment to fast track the $174.8 million Stage 4 redevelopment of Lavarack Barracks in Townsville. Construction is expected to commence in the first half of 2007.

The Government is also committed to the $76.3 million redevelopment of HMAS Cairns, with construction due to commence in the second half of 2006, subject to Parliamentary clearance.

Approved capital facilities projects for Queensland include:

Amberley - RAAF Amberley Redevelopment Stage 2 This project will provide new facilities to support the relocation of components of 9th Force Support Battalion from various locations around Australia, facilities for the introduction of a Multi Role Tanker Transport aircraft and the upgrading of trunk engineering services. The works to support the relocation of 9th Force Support Battalion include workshops, administration buildings, hardstands and vehicle shelters.

The works for the multi-role tanker transport aircraft include construction of administration buildings, airfield pavement upgrades, maintenance facilities and the provision of hydrant refuelling. The engineering services works will include refurbishment and upgrading of the electrical reticulation, trunk communications, water, stormwater, and sewerage infrastructure. Construction commenced in March 2006 and the project has a target completion date of late 2007.

Canungra - Kokoda Barracks Redevelopment This project will provide upgraded training and mess facilities, working accommodation, and living-in accommodation for the Army training units located at Kokoda Barracks, Canungra. The project also includes the upgrading of infrastructure services. Construction commenced in December 2005 and the project has a target completion date of late 2007.

• A further $50,000 will be expended on an approved medium project not detailed in this table.

Significant additional expenditure is expected to be announced during the year as further projects are considered for approval. Projects scheduled for Queensland include Enoggera - Phase 1 Single Living Environment and Accommodation Precinct and facilities for the Tactical Unmanned Aerial Vehicle. Also included are the

Amberley - Phase 1 Single Living Environment and Accommodation Precinct, the Shoalwater Bay Training Area facilities upgrade, Townsville Troop Lift Helicopter facilities, Lavarack Barracks redevelopment stage 4 and the HMAS Cairns redevelopment.

Estate Upkeep The Government will meet its 2004-05 budget announcement to provide an additional $300 million over three years from 2005-06 to meet increasing costs of maintaining the Defence estate. The additional funding will bring planned expenditure on Defence estate upkeep to approximately $381.8 million during 2006-07.

The additional funding will enable Defence to meet the increasing cost of maintaining its extensive base infrastructure, including airfields, naval bases, barracks, training ranges and fuel farms. Funds will also be used to meet community, environmental and occupational health and safety regulatory requirements.

The programme of estate upkeep works is developed and revised each year. The further funding is expected to result in additional expenditure on estate upkeep in Queensland over the next three years. During 2006-07 this will be approximately

$35.9 million.

Examples of works to be undertaken in Queensland include:

• Refurbishment of the Lavarack Barracks medical centre; • enhancements to a vehicle wash point at Tully; • repairs to fire detection systems at RAAF Base Townsville; • repairs to the fuel storage facilities at RAAF Base Amberley; • maintenance of roads and fire access tracks at Canungra;

• installation of smoke detection, emergency lighting and safe egress in living-in accommodation for soldiers and airmen in South Queensland; and • installation of energy efficient hot water systems at Gallipoli Barracks, Enoggera.
