EXPLOSIVE INCREASES IN GP FEES: BULK BILLING DISAPPEARING FAST, COST OF SEEING A GP RISING FASTER

Labor today released new figures obtained through Senate Estimates which show that the cost of seeing a GP is increasing even faster than the decline in bulk billing.

“Under John Howard, bulk billing is disappearing fast, but the cost of seeing a GP has been rising even faster,” said Mr Smith.

“Since 1996, while the rate of bulk billing by GPs has fallen by almost 10%, the cost of seeing a GP who doesn’t bulk bill has gone up by more than 50%.

“It’s past the point where a family under financial pressure with two kids can afford to see their doctor if one or both of their kids fall ill.

“Nobody in Australia has been left untouched by John Howard’s attack on Medicare. Some of the greatest increases in out-of-pocket expenses are occurring in areas where the rate of bulk billing is still holding up,” said Mr Smith.

The Health Department figures obtained by Labor detail the electorate-by-electorate increases in GP co-payments and GP bulk billing rates from September 2000 to September 2002, and show:

Out-of-pocket expenses up

• The greatest one-year increase was in Riverina (NSW), where the average co-payment rose from $10.48 to $12.93 within a year, a massive increase of 23.4% - closely followed by Calwell (Vic), where the average co-payment increased from $11.13 to $13.60 - up 22.2%.

• The greatest increase over two years was in Watson (NSW), where the average co-payment rose from $9.40 to $12.63, an increase of 34.4%.

• 57% of electorates (86 of 150) reported one-year increases of more than three times the rate of inflation over the same period.1

• Five electorates reported two-year increases of greater than 30%, more than five times the rate of inflation2 - Watson (NSW) (34.4%), Riverina (NSW) (32.5%), Gilmore (NSW) (31%), Calwell (Vic) (30.9%) and Cowper (NSW) (30.7%).

• Nationally, the cost of seeing a GP increased by 16.7% in the two years to September 2002.

Bulk billing down

• GP bulk billing in Petrie (Qld) fell by 18.8 percentage points in a single year to September 2002 - down from 85.3% to 67.4%.

• The greatest decline in bulk billing by GPs over the two year period was in Dunkley (Vic), down 29.8 percentage points over the two-year period from September 2000 to September 2002 to a new low of 48.7%.

• Also hard hit over the last two years have been Fraser (ACT) (25.9% fall), Dickson (Qld) (24.4% fall), Flinders (Vic) (18.9% fall), Dobell (NSW) (18.7% fall), Brand (WA) (15.6% fall) and Makin (SA) (14.6% fall).

• Overall, the national rate of bulk billing fell 4.9% in the year to September 2002.

Bulk billing is an essential part of Medicare and it is absolutely vital to ensure good quality health care for all Australians.

The Howard Government has washed its hands on bulk billing. John Howard has always been opposed to Medicare. In the 1980s he said he wanted to “tear Medicare apart” and put an end to bulk billing.

Bulk billing isn’t dead - but it desperately needs to have the life breathed back into it.

Only Labor is committed to Medicare and bulk billing. It is Labor’s highest health priority.
