A NEW ERA FOR NATIONAL ROAD TRANSPORT REFORM

 

The Commonwealth Minister for Transport and Regional Development, the Hon Mark Vaile MP, welcomed passag e of the National Road Transport Commission Amendment Act 1998, saying that the Act demonstrates the Government's commitment to accelerate the pace of national road transport reform and uniform standards.

 

'The Act extends the life of the National Road Transport Commission (NRTC) for another five years and introduces many improvements to the way the NRTC works. It puts the whole reform process on a solid footing and ensures that the significant task of making road transport safer and more efficient through nationally consistent regulation can continue to be effectively carried out.'

 

'National road transport reform will bring Australia benefits of up to $800 million a year in increased GDP. This will be felt throughout the community in lower costs and prospects for job growth for the whole community, and will particularly benefit rural and regional Australia, which relies heavily on road transport', Mr Vaile said.

 

Since the NRTC was created in 1991, reforms developed and agreed through the NRTC process include nationally consistent heavy vehicles charges, consistent heavy vehicle registration requirements, National Mass and Dimension and Vehicle Standards, a new Dangerous Goods regime, and national driving hours for long distance coaches and trucks.

 

An independent Review of the functions and achievements of the National Road Transport Commission and the road transport reform process recommended in early 1997 that it should continue, with a number of improvements to enhance the effectiveness of the reform process.

 

Minister Vaile explained, 'This legislation will provide a better national road transport reform process that, through cooperation between Governments, the NRTC and the road transport industry, will deliver big benefits to the whole Australian community.'
